It's an intended fix. There are already workarounds.
It still sucks. There doesn't appear to be any other ways of getting items to travel upwards, from what I've seen. The traditional design was really cool, and very resource friendly. I loved being able to make glass elevators and seeing the items travel upwards through it.
Oh well, hopefully the redstone community will come up with some designs using slime blocks.

Try fill-clocking droppers facing up. Fastest travel in the west.
and the east.
and north.
and south.
and up the y axis.
and down the y axis.

Though with more frame rate hit than what we are used to; dont look as cool; and occasionally have issues with chunk loading and unloading causing them to seize.

... and yes, there is problems with chunk unloading. sorry to hear this. if you use it in the spawn chunk, it shouldn't be a prob.
doesn't minecart command blocks work for a fill clock? use the minecarts to make the fill part. slightly cooler now. with commands, you could change the texture of the block in the command cart. like a beacon. more cooler.

Making custom potions with commands gives the potion the potion effect's proper color. Check this out:
The ones with blue backgrounds are ones you can get in survival mode. I really hope they at least add in one of the missing potions to this update. Specifically haste, mining fatigue and resistance. Nausea and blindness would be a nice bonus too. These potions all affect combat in some way so they would compliment 1.9 really well.
The Minecraft Team is back in office now, and they have released another snapshot today: 15w40a.
They aren't any notable features known yet, but Dinnerbone did mention today that he and the team are finally, working on boats!!

We've been waiting forever for Mojang to make boats more user-friendly, and now there're finally getting a hardcore look into it. With these Minecraft Updates, Mojang is trying to solve one major complaint with the game at a time such as these:
-1.7 - Lack of interest in terrain.
-1.8 - Low performance for most players and Empty Oceans.
-1.9 - Lack of interest in combat and The End and The Unreliability of Boats
those of you wondering why i don't have an active RP (so far none). i try. but whenever i get to the rules section of it my computer restarts. computer: i realise what your telling me and i give up.
In easy, they have a 5% chance, in normal, a 20%, and in hard, a 40%.

talking of hardcore, hardcore mode now puts you into spectator mode, where the only way to die is to sneak into the void.

Yes! 1.8 is so slow. It's as if Mojang assumes everyone has the latest in hard-core thousand-plus-dollar computer technology to play the game.
