to the below, when you shoot a bow you have an arrow in one hand then point the bow down and knock it, i think this is what they are trying to recreate.
I'm no archer, but from any archery I've seen done you don't really "point the bow down", you just lower it from your eye.
You might lower a crossbow or a longbow though, I dunno.
Like other people have mentioned, they didn't make the change to be more realistic. It was done from a strictly gameplay perspective because they thought the quiver felt clunky to use or something, which makes no sense. Having the extra inventory slot for arrows specifically would save you from item swapping and unnecessary inventory screen interaction.
If your off-hand was cleared when equipping a bow and you were using a quiver, you would be able to seamlessly switch to the bow and start firing. For the same effect without a quiver there must be a number of additional keyboard functions or inventory interaction, this simply adds needless inputs just for the sake of inputs. They may be intentionally trying to make the bow interaction more difficult, I've seen things about them trying to make the game "harder". I don't feel that doing this artificially with the controls is the way to do it though.
To me it would be like adding a right click function to the pick in order to break blocks, clicking just for the sake of clicking. You could mine forever, but a block wouldn't break until you right clicked. You would mine the same amount of time and get to the final "breaking" animation then right click. Wouldn't that feel more "natural"? Then you wouldn't be accidentally breaking all that netherrack with your Efficiency V pick! Just like you won't accidentally have the wrong arrows in your quiver, because they're in your off-hand!
Though I don't know how they'd actually implemented it. Maybe the quiver WAS too clunky, I just don't see how that's possible...

"Notorious vacations" << Where did the notorious come from? Everyone takes vacations. That's completely normal. They don't have to work on Minecraft all the time just because it's really popular.
"working on non related games" << What non-related games? The MC staff work exclusively on MC. Mojang employs other staff who work on other projects, and so does Microsoft.
"using mc as a vessel for their shenanigans" << This is too vague for me to comment.

Companies usually try to make this time as short as possible because it costs money, but Mojang has the money to do extended planning phases, which ultimately result in better game design and more fun for the end user. Things are not being added or removed on a whim, they are being carefully planned out. Planning includes adding things to test their impact on gameplay, then leaving them the same, altering or removing them.
"realistically take no time to create or implement" << Yes, if you just had the idea and went and plugged it into the game sure it might not take that long. Thing is, they're not just adding the features to the game, they're also doing all kinds of backend changes for the eventuality of the Mod API (They rewrote a number of things regarding entities already) which takes ridiculous amounts of work you wouldn't believe, and they also want to make sure the features are cleanly implemented, so they will be easy to iterate on later.
So yes, there may not be many features announced. That in no way means that Mojang is incompetent.

So I was working on this really cool resource pack a while ago, but bad progress nonwithstanding, I think I found something much better... I'm probably gonna never release another custom Minecraft map.Until we meet again...
Really, removing the quiver brings swapping arrows down this:
Scroll in the hotbar to another arrow type
Swap main and off-hands
Scroll back to bow
Instead of this:
Open inventory
replace arrows
Close inventory
What would be even better is a key that equips the off-hand, like the 1-9 keys equip the main hand (CTRL + #, ALT+ #, etc.). Then it would be:

This was probably the idea behind the quiver, but implementing it for the off-hand and moving arrows to the off-hand merges functionality and prevents control clutter.
I don't understand why it is so hard to understand with quivers? People say if the arrows are in the hot bar slot you can just scroll through to select the arrow type but fail to realize that if the quiver was placed in the hot bar slot with multiple slots in the quiver it could do the same. Just because the quiver is in the off hand slot doesn't mean it needs to be rendered in the hand but rather take the slot so say a shield or torches couldn't be placed into it. If the quiver is in the off hand and the bow is chosen it could bring up a small HUD to show which arrow has been selected and to allow swapping to another type. Quivers have the ability to hold more than one type of arrows. An open source mod has been doing this for quite some time so the dual wield has been proven not only possible but successful as well. How hard would it have been to incorporate this and tweak the code while leaving more time to rewrite more code for the mod API and fix the rendering issues? Why does every idea already implemented in mods have to be taken and totally reworked and mucked up to be incorporated into Vanilla? They could give the proper credit and work with the mod authors rather than do what is done with every hit song; oh I can sing that better (but instead butcher it).
Minecraft is just incorporating an idea that has been in a Mod for quite awhile. This is why some have an distinct idea of how it should work. What I see here is that both sides of the argument appear to want that same functionality but both have different views of the graphics and steps to achieve it. My view is if you are going to take an idea that is already in use you should at least have the decency to stay true to it. Not to mention how much time it could have saved the Mojang team to still implement and fix bugs while still moving towards the mod API.

I'd just like to point out to everyone that Mojang has no obligation to release free updates for Minecraft or any at all.

We might make upgrades and updates available from time to time, but we don‘t have to. We are also not obliged to provide ongoing support or maintenance of any Game. Of course, we hope to continue to release new updates for our Game, we just can‘t guarantee that we will do so.
They also have no obligation to tell us what they're working on or to release snapshots, many other game companies just release an update and say "Here's your update, and this is what is does". Mojang is nice enough to give us a bit of input into the game and to release beta versions for us to test.

OMG guys. There is a reason why quivers were removed.
1.9 with quivers:
-Holds only ONE stack of arrows
-Only those arrows in it would determine the type of arrows being shot
In other words: In order to change the arrow types you would have to:
-Move your quiver to the hot-bar
-Select it
-Right click to bring the GUI *maybe*
-Exchange the arrows from players inventory to the quiver
-Reequip the quiver
1.9 without quivers
-Arrows are held and selected from your off-hand
In order to change the arrow types you would have to:
-Move selected arrow stack from your inventory to the hot-bar slot
-Select desired arrow slot with your off-hand.
In other words: Mojang is making it SIMPLER!
