As for arrow balance, they could always just have really good arrows, but have them be very expensive (maybe an OP poison arrow would require obsidian/diamonds/etc.?). Not a perfect example by any means, but just something like that.
The thing is with that, is if you have an infinity bow, once you have the arrow, you have it forever.

Sometimes, I wonder why they call mapmakers mapmakers and not cartographers.
Infinity is really out of place in the game in my opinion, should have worked more like Unbreaking where each shot simply has a % chance to not spend an arrow.

this is great... the only problem is for minigame map makers.. the infinity bow is useful on some multiplayer minigame just so the chest is not full of arrows.. maybe add a command for this will fix the problem..
Infinity could be a property / attribute, or the replacement enchant could simply be given such a high level that the arrows would be practically infinite, like how people use super-high Unbreaking to simulate infinite durability.
Infinity could be on a rare bow that you can't make yourself. (Jeb mentioned items you can only find and not craft). That would make it rare. Or- simply remove the enchant, or make it only work with regular arrows. Or if it DOES work with the enhanced arrows the arrows can have a much lighter effect. There are a lot of ways to make it not OP.
I'm starting to wonder if the Spectral arrows are to light up the area where you shoot them.
With Minecraft's current light handling system, that would be really hard to do and lighting calculations on a moving array would give a lot of lagg. However, Minecraft 1.9 is said to also include a new shader-based rendering system, which should make it easier to add in a system that could support lagg-free dynamic lighting.
It's unlikely that they've added in a system like that, but if that's the case, it'll be awesome and very usefull for mapmakers, as it'll provide an easy system to add something like a flashlight.
infinity bows typically do not require arrows in the first place (in every other game/anime), because shooting a physical arrow and then it somehow ends up in two places at once (inventory/enemy) makes no sense.
infinity bows should shoot magic arrows, drawing power from the bow itself until it breaks or loses the enchantment. that means you wont get the effect of whatever arrow youre using, but the power of the enchant. this would mean we could have infinity I, II, III, etc.
just some fun ideas on this would be to make the infinity arrows different colors depending on the power of the enchant, for example; green, yellow, red, blue, etc. in a pinch it could be used to distinguish which team the projectile came from.

So I was working on this really cool resource pack a while ago, but bad progress nonwithstanding, I think I found something much better... I'm probably gonna never release another custom Minecraft map.Until we meet again...

Infinity could definitely become OP if it works with these new arrows. I'd agree that giving a % based return would be better.
Even these new spectral arrows that don't do much damage could be OP in multiplayer because of piercing from what I
