I just want to point out, since you specifically mentioned setting gravel to 0 that the ores settings only controls how often gravel deposits generate underground, not surface gravel in oceans, beaches, or mountains (I've also seen similar confusion over dirt, as in somebody saying that setting dirt to 0 would eliminate surface dirt; again, this only controls underground dirt deposits).

Check the biome and Y coordinate height with F3. If the biome is Ocean or the Y coordinate is low, try generating the world with a water level of 63 and withought flattening the world
