Sounds quite a lot like to me this could be a new boss or mini boss. From a mob standpoint it sounds like a whale of sorts. They kill and eat squid. (Mostly just sperm whales, and those guys aren't hostile to humans.) So it could be something like moby ****, possibly a Kraken or cthulu but I hope not, a Sea Serpent (Awe yeah.), a stationary giant anemone like creature, or a new original mob. Now Jens recommending full diamond is not to be taken lightly...

Hmmm maybe it could be some sort of sea urchin that shoots its spines? Or swarms of krill the suicide bomb you? It might even be a new underwater boss, hence the required diamond armor for fighting it. I don't know what its going to be, but its gonna be pretty awesome.

Hmm, sounds a little boss-like. Tentacle-attack could be considered a ranged attack could it not? Hmmm... The Mighty MineCraken!!
Or a fixed position sea-floor creature like others have said, sea-anemone.
