I'm sorry, but I despise this idea of changing names. Sure, I regret my name, and more so down the track because I chose it from what bullies used to call me, but honestly let's look at the pros and cons of this.
Pros:
1. You can have a cool new username.
Cons:
1. Server Owners can't ban you if you change your name.
2. It is morally confusing for people to distinguish you.
3. It's going to cause many problems down the track, whether system overloads at Mojang, or debates of innapropriateness.
This is why I don't condone this new idea Jeb brought to mind, it's just plain horrible and will lead to a new level of griefing.

I do support the idea of account changes, but I think the best thing would be to only give each account one name change, so people can't constantly switch and grief on servers.
This would be a great thing for griefers. Just sign out, change your name, sign back in. Simple.
That aside, I don't really think you should be able to change your username. You should have taken the time to think about what you wanted and/or make alternates should a name get taken. Those of us who took the time to really define ourselves will be forced to follow along and those guys we knew as Sinistar404 or PokeJack can easily disappear and we will never find them again. We would have to remember a new name just common enough to give most of us headaches.

This is not a very practical idea.
If someone gets banned, they can just change their name. If you change it for fun, all the servers you were whitelisted in, you wouldn't be allowed in, until they whitelist your new name.
I like the idea of a unique ID number, that never changes. So you can change your name, but not change identity. This could also play a part in anti-grief protection, as their ID would be banned too.I think they should be more clear on minecraft.net when making an account, that it is going to be your screen name too.

This is great news! When I created my username, I wasn't sure of what minecraft was, and was just using my "throwaway" screen name for game accounts I'll never use. Realized soon that I love minecraft. Even if they charge a small fee to change it, I'd pay.
Maybe it will save your previous names on the mojang servers, and say you're banned on a server with a previous name, the server will know and not let you login.

My suggestion is, everyone has unique id, from this id you get banned/OPed etc... Username can be changed any time.
It would be pretty easy to make names changeable, the reason mollstam is even looking into it is because he would also be finding a way to stop people from evading bans.
And I don't even know why we need this crap, it's all useless if all of these people weren't kids This wouldn't be a problem because all the kids here want the "COOL" Name so yeah It's pretty much a waste of jebs time except if he makes it cost like 5$ Or euros a name he'd probably make lots of money.
Jeb mentioned in his question and answer session that the name changes would be a one-time only thing. We run the same feature on a site I run, and it's worked out great. We allow one name change per year, if you want it.

Some people dont have a static IP. My IP changes everyday or so.
