Any help to be able to spawn animals here? Anything, that would give animals higher chance to spawn? or any other way to spawn them? I have this here multiple days, nothing helped me.
Slightly off topic but I would consider lining the tree dirt block and the spawning platform with cobble to reduce the chance of a stray enderman yoinking away your finite supply of dirt.

hehe, I don't have any space for enderman to spawn rn, so I currectly have no problem with that, but yeah, in my older skyblock world endermans took few blocks, so when I will create some space, I'll make sure to do that

I wanted to check that animals could spawn in Wooded Mountains, the Wiki suggests virtually all animals can and I created a superflat all bedrock world and added a grass platform, after 9 minutes I got a pair of pigs.
And I built my platform at Y=66 like yours so I have no idea why it doesn't work for you.
You maybe also need to check the Y coordinate, as much I remember mombs like cows and pigs etc only spwns in Y 64+ also that deppends on the Biome you are if your sky block has biome VOID those mobs will not spawn. Do this use /seed command and writye down your seed and create a normal world with that seed and see where do you appear maybe you are in an ocean or a desert and there mobs should not be generated.
Those are my ideas why you do not get passive mobs.

As Hexalobular said, all limits like biome should be okay, my seed is 1435672245, I just spawned them in with cheats cause I have no idea why they shouldn't spawned, but if anyone will discover anything, I will like to see answer.

If you don't have any other animals in loaded chunks and you are between 24 and 128 blocks away they ought to spawn, usually relatively quickly.
A larger spawning platform can speed things up but shouldn't be needed, after a few days it would seem something is wrong somewhere.
Is this single player or a server/realms?
What version?
If there are less than 10 animals in loaded chunks and nothing at all is spawning type
/gamerule doMobSpawning
in chat to see if mob spawning is active, if you get "false" type
/gamerule doMobSpawning true
to turn it on again.
(If cheats are disabled you can enable them temporarily by opening the game to LAN and chosing to allow cheats.)

I don't have single animal there, just some monsters in mob trap.
Version is 1.16.2, I had it to 1.16.1 at the start, then changed to 1.16.2
It is single player without any datapacks etc.
Also, I made my cobble generator exacly 25 blocks away from start of that grass area.

Well, I think I am gonna just spawn 2 pigs,cows,chickens and sheeps by command while enable to LAN for cheats on...

Per Minecraft wiki mobs do not spwn if word is in void biome.

1-3 pigs spawn above grass blocks at a light level of 7 or more in any grassy overworld place except in snowy tundras and wooded badlands plateaus. Individuals may spawn on grass after the world generation.

According to OP's mini map they're in a Wooded Mountains biome at level 65, so the top of the grass blocks is presumably at Y=66

And, at least sheep, cows, chickens, pigs and llamas spawn at Y=1

I'm not sure about the newer mobs like panda, but other than ocelots I don't think there are any land mobs that have a y-level restriction.
