What is distance limit to player to be away from evolker to spawn vexes? Or Are there other specifications for him to spawn them? Or is there any easy way to kill them? (I have kill chamber for every mob exept vexes an I want to get rid of them - best is not even spawning them)
Stay out of the evoker's sights and keep villagers and golems out of sight too and pets out of reach. Or stay 17+ blocks away at all times.
I believe vexes are immune to block damage like cacti or lava so there is really no way to farm them - not that you would get anything but the odd iron sword and experience anyway, for which a zombie farm is much more productive.

They spawn during raids so it is difficult to avoid them without losing out on the loot, and the raid entities like ravagers, evokers and pillagers need to be destroyed for the raid to finish. You pretty much have to confront vexes and take them out if you want to survive, otherwise they will pursue you in the general area the raid is active in. On one of my older worlds that's what I did. Not that I like raids but the emeralds and other loot you get was too good to miss out on.
I would prefer it if the raids were preventable without switching to peaceful however, milk only works if you are outside the village. Perhaps an update that only caused bad omen if you killed a pillager captain in a tower would be appropriate, or make that feature exclusive to specific difficulty modes only.
Place boats everywhere so vexes get into those and die out naturally.
That does seem cheaty though, if you want to avoid vexes then the best legit option would be to get as far away from them as possible, out of their range of attack or ability to pursue. If they're in an inactive chunk they most certainly wouldn't come after you. But you also miss out on loot so whether you should confront them depends on how much you want their drops.

Fixed now.
If you're playing 1.14.3 or later, then
/gamerule disableRaids true
in chat should disable raids
/gamerule disableRaids false
will allow them again.
In 1.15.2 or later
/gamerule doPatrolSpawning false
should disable patrols, therefore the only way to get a raid would be to find a pillager tower.
/gamerule doPatrolSpawning true
will allow patrols to spawn again.
(If you have cheats disabled you can temporarily allow them by opening the game to LAN, only needed to give the commands, the effects remain when you switch back to single player.)

Or maybe just make it a legit world option for people who wish to play Minecraft survival legit like how it was before the raids were introduced. Why should people have to enable cheats just to remove a feature they dislike? also you can't just load an older version of the game in bedrock edition, this feature is only doable in Java.

There's no reason to load an earlier version of the game, all of these gamerules are still in the latest version (in Java), I was just giving the info for people playing older versions.

I never actully noticed evolker will not summon them if he do not see me. So thanks a lot

I see where much of the criticisms against bedrock edition come from though. It is in fact a lot less customizable than Java version is which does hurt it and make it hard to justify playing on for some people. Java version is slower than the bedrock version, but performance isn't everything and some people would rather a game have more features even if it means a lower amount of frames per second or giving up crossplay on consoles.
