Yes, especially if they are distributing the entire game, not just a mod that you must install in an officially aqcuired copy:
The one major rule is that you must not distribute anything we've made unless we specifically agree to it. By "distribute anything we've made" what we mean is:
give copies of our Game to anyone else;
make commercial use of anything we've made;
try to make money from anything we've made; or
let other people get access to anything we've made in a way that is unfair or unreasonable;
Any Mods you create for the Game from scratch belong to you (including pre-run Mods and in-memory Mods) and you can do whatever you want with them, as long as you don't sell them for money / try to make money from them and so long as you don’t distribute Modded Versions of the Game [this means a complete copy of the game, not just the files needed to install the mod]
All it is is a client, I have bought the game and a premium minecraft account, and then all this is, is a modded version, like a modded .jar file containing the version (In this case 1.12.2) not the actual game

No matter - you cannot charge money for mods, which is stated several times in the EULA; "The one major rule is that you must not distribute anything we've made unless we specifically agree to it. By "distribute anything we've made" what we mean is: try to make money from anything we've made" and "Any Mods you create for the Game from scratch belong to you (including pre-run Mods and in-memory Mods) and you can do whatever you want with them, as long as you don't sell them for money / try to make money from them".
Also, what is this "jar" file and how is it installed? A Forge mod placed in the "mods" folder" or do you just place it in the "versions" folder (I can't see it so could you perhaps show a screenshot of the jar file on your system, as it was downloaded?) If the latter then it is the game itself; it doesn't matter whether it comes with a launcher since that jar file is the actual game itself, and either way, you can't charge money for mods (admittedly, Mojang is rather lax about this; Optifine is breaking the EULA by giving away capes for "donations" when Mojang forbids giving away capes even for free).
Locking, as this client does violate the EULA, as mentioned. And while I cannot verify if this is the case for this particular client, many cheat/hack clients for games contain malware or will steal account information and generally are not considered trustworthy.

So i was thinking about buying the Future client for minecraft (**link removed**) and its $20
But i dont know if its legal or not selling a hacked client for a game?
Can someone answer this, Is it illegal to buy the future client for personal use only
Yes, especially if they are distributing the entire game, not just a mod that you must install in an officially aqcuired copy:
So this means they are actually violating the EULA twice by distributing the game (if not just a mod) and charging money for it.
TheMasterCaver's First World - possibly the most caved-out world in Minecraft history - includes world download.
TheMasterCaver's World - my own version of Minecraft largely based on my views of how the game should have evolved since 1.6.4.
Why do I still play in 1.6.4?
