The Minecraft Bedrock 1.13 beta includes the new blockstate chunk format in the same way that Java 1.13 did. As such MCEdit will not be able to open 1.13+ worlds from either platform. Amulet is in the works but is a way off yet.

As I mentioned before, only for 1.12.2 and earlier; I actually still use MCEdit 0.1.7.1, the "original" version last updated in early 2013 before the original developer handed off development (the site for MCEdit 2.0 doesn't even mention any version earlier than 1.7 and I saw a note somewhere about it corrupting pre-1.7 worlds. It doesn't mention 1.12 either, just 1.7-1.11, but its nature implies that it can support 1.12, just as it will open modded worlds, it even has the ability to recognize block IDs above 255, unusable in vanilla; of course, it doesn't know if unknown blocks are opaque or transparent or emit light, which will cause lighting errors if you edit a world as it relights the area):

Even though it was released in 2013 it can even open worlds from versions as recent as 1.12, and similarly has no issues with my modded worlds, except for all the blocks with missing textures (this would be an issue with newer versions as well since I added new blocks using IDs taken by 1.7+):
Of course, it throws errors when trying to edit any sort of tile entity due to changes to the NBT format and it can't edit items since 1.8 either, but again i don't play on these versions so i don't care about this:
Worldedit is fully functional in 1.13, and it allows you to change biomes. If you want vanilla, there is a datapack made by SethBling called Blingedit which allows you to do many functions from worldedit, although you can't change biomes. It does work in 1.14, though.
