That's what happens when the terrain is too hilly.
Villages are generated in relatively flat biomes but if they cross the border to a hillier biome things like this happen.
This can even happen to villages which are entirely within one of their spawn biomes, like this village I recently found (in 1.6.4, where villages could not extend outside the biomes they can spawn in):
I've even found houses with doors one block too high/low generated on virtually flat (+/-1 block) terrain (a village I found in a modded world, which modified villages but not how the game places houses on terrain):
I loaded up a test world and came across this weird village. Is this something new? Or is this something that's not supposed to be happening?

Most likely as Hexalobular says… (although I've not seen a tree in a butchershop yard before [1st pic])
This looks like it generated on the edge of a roofed forest and a tiaga biome [last pic]; tiaga villages seem particularly susceptible to this…
Out of curiousity, what version was this?
This was 1.12.2
It is possible for a village to generate like this, but it is rare.
