We've got a solid survival server going but I feel like players are getting bored and have nothing to do. So far the server consists of a small but friendly community but it seems like half of them don't seem very interested in playing plain old mc survival and building. What are some things we could add to make our very simple server more interesting for players?
I would say the issue is that your community isn't interacting with each other in ways that provide challenges/ ongoing reasons for play.
The program has no intelligence and only very limited coded ability to react to players; the same will be true for any mod pack you add. [Adding mods will delay, but not cure the issue.]
By comparison, human/human interactions are effectively infinite.
You need the players to compete with each other; not necessarily in the attack/kill/pillage mode usually meant by PvP or factions, but in some way.
Your players could cooperate in building some sort of huge project.
They might enter into social competion over who can creat the most impressive base / most fun game / etc.
An economy may form; either monetary (as mentioned above by ShelLuser) or some form of gift economy.
My main point is that the players (taken as a whole) will be more creative and interesting than any one person (or small group of admins) can be; and far, far more engaging than any AI that can be fielded [at present, might change in 20 years ] so the best long term solution is to find a way to get the players generating challenges / content for themselves / each other.

WARNING: I have an extemely "grindy" playstyle; YMMV — if this doesn't seem fun to you, mine what you can from it & bin the rest.
