Frore? It means frozen or frosty. There's also Algid, which means cold or chilly. Could even combine the two for Alrore, Frorid, Fralgid, Algire, etc.
EDIT: A quick google search shows both have been used much less than Nether, so much so that Algid doesn't even have it's own definition page embedded in Google's search engine.

I think I have a pretty good idea, I call it "the hallow mountains" it's a tall biome comprise of almost pure mountains, but under the mountains would be a MASSIVE cavern made of ice, It would have an ambient lighting of 6 or 7, so it's not ludicrously dark but monsters can still spawn. and there would be a light blue tint to your vision. features of this biome would be a unique building opportunities, unique mobs (upcoming) and hot springs, water which won't freeze into ice.

That's the plan, but knowing reddit it'll be too "much of a change". I personally doubt it will ever be added, but if it gets to Mojang it will be a success IMO. Once they see it, it may inspire them to create their own new dimension, or even add this own in. But I'm not focusing on that yet, because (at least for me) its fun to do this sort of stuff. Plus it's about time the minecraft community creates a compelling new dimension besides the aether- I could definitely see this as a mod.
I think the dimension shouldn't have biomes that are too different from one another. How about they all share the same blocks, with the main difference in terrain gen? That way plains could transition to "hollow mountains" in a seamless way that most wouldn't even realize they are entering a new biome.
Before we start adding new biomes though, we need to decide on a generation style and look for the main block (grass/dirt/stone, netherrack, endstone). Before we were split between floating islands and normal generation. I am curious where everyone stands right now, for me I wouldn't mind the normal generation as long as it has unique and interesting features- like hollow mountains.

That just seems so boring though, who would want to go to a dimension that's just a slightly more interesting, infinite Tundra?
I didn't mean that the whole world would be like that, that's just the mainframe, like how in the overworld the surface layer is dirt, then below that is stone with veins of ore, gravel, and dirt

There could be several "biomes" within the dimension, to set it apart from the Nether and the End.
That would be awesome, but what if they finally decided to add Nether biomes like people have suggested? Wouldn't that easily take away its uniqueness? We should have this, but also something else to make sure it stays unique.

I wouldn't worry about it. If anything, it'll be more likely seen as a standard to add them into this dimension if by some miracle the End and Nether get their biomes, rather than be seen as copying.

I have another entrance idea. I don't like it as much as the ones talked about before, but I thought I'd get it out there:
By diving deep in the ocean, you could find a rare icy portal. Going through this would put you at the bottom of a frosty sea (in the new dimension), and swimming/sailing across would get you to the land of the new dimension. This would both make the ocean more interesting and provide a unique dimension entrance.
I think we need to make the dimension different to the overworld. Stuff like frozen seas and glaciers reminds me too much like the current frozen biomes we already have. The only solid idea I have to fix this right now is floating islands, but I'm open to more ideas. I just don't think using normal overworld gen with biomes similar to the current frozen biomes will work, even if they are a bit different.
Neat thread you guys have going on here. I'm sure it's been brought up before but I personally think that a forth dimension should be a polar opposite to the Nether. Many have given their thoughts as to what it should be and there's even the famous Aether II mod. Now personally I don't think the mod is the best way of doing it as you don't have much of a reason to go anywhere else but the Aether.
Dimensions are extensions of the overworld, not replacements. You go to them to gather resources not available in the overworld. They bring different challenges to players. People build bases around their valuable portals and building those bases involves making it strong against the threats that dimension provides.
My Aether suggestion tries to capture that vanilla feel while adding on loads of content. It even suggests giving the Nether more depth to have both dimensions have an equal amount of content.
Probably my favorite part of my suggestion is the new dimension themed weapons: the Nether cannon and the Aether staff. These weapons aim to spice up both ranged and melee combat. The Nether cannon has access to different kinds of ammo while the Aether staff uses enchantments to produce offensive and defensive spells. These weapons serve as motives to visit their respective dimensions but not replace the overworld.
But if we just settled on something that's already been done, it wouldn't much of our suggestion, would it?
That being said, I do like the Aether and wouldn't mind borrowing some ideas from your suggestion (if you are willing of course). The dimensional themed weapons sounds interesting- perhaps the frost dimension's could be a crystal bow?

I liked the steampunk-themed unique weapons idea. I think we should go with something like that.
I must think they should make the Aether mod official. With some tweaks of course. I really think it fits perfectly into the game. Making mods official isn't new to them either, as that's what they did with the horse. They'd have to pay or hire the Aether mod creators though.

The current two dimensions are very unique and act separate from each other. The Nether is based on the underworld and the End is based on... something. They also all serve their own main purpose- the Nether for fast travel, the End for the end dragon boss.
The Aether, on the other hand, is really just a ripoff of the Nether. Even the name isn't original, everything is an exact inverse. This might work if the only dimensions were the normal world and hell, but how does the end factor into the religious theme? Most of the mobs were inspired by something that already exists. The terrain gen is directly taken from Notch's skylands. And what's the main purpose of the Aether?
Dont get me wrong, I like the Aether a lot. But I feel we could do a lot better.

What if there was a dimension that was mining themed. It has a boss and many hostile mobs but there's a few new dimensions specific ores and tools anda few ores (but not all like diamond) spawn more often. There are even "ore trees" that grow ore but really slowly and maybe can't be grown in the over world of it's just a lot harder.
