They're an end-game mob. They aren't supposed to be easy as Spiders.
They teleport because they're an End mob. That's kind of their thing. It also prevents them from being sitting ducks. You have plenty of opportunity to attack while they're shooting at you. In fact, the entire time they're shooting at you they're highly vulnerable. They weren't created just to kill you via raw damage, you're supposed to have Feather Falling and position yourself in preparation for an encounter.
They're balanced just fine. You can pick them off from a distance if they're that bad since they'll peek out sometimes. Heck, they also have a chance to drop the best storage item in the game, and they don't respawn. The End really is a place you have to come prepared to and expect to die in.

This is one of the only mobs in the game that has actually provided a challenge. I think they're just fine. In fact, if there's a new mob getting introduced I hope it's even harder and has even more rare, awesome loot.
To download the other ones you need to make a folder in the versions folder for minecraft and put the client and JSON file for the versions in there. They all need to be named the same aside from file extensions. Once you do that, you will be able to choose that version when making a new profile with the minecraft launcher.
Singly or in pairs, Shulkers are easy enough to beat. Bring a shield, wear good armor, have a health potion in your hotbar, carry some enderpearls. There are really only two places where they're actually dangerous.
1.) When there are several of them on the outside of the same tower. If you get hit by a shulker shot when you're outside and start levitating up, and you get hit again once or twice while airborne, you can end up pretty high. Solution is to have enderpearls in your hotbar, and if you start to fall, look at the ground and fling a pearl. You'll take a lot less fall damage that way.
2.) That one bit in the tower where there's a wide vertical shaft and tons of shulkers all over the place. There's no good ledge to get stuck under, the small ledges that do exist are useless when you keep getting hit and knockback'ed out from under them to resume rising up. The danger here is not so much from fall damage, it's that you can get stuck in there with so many shulkers shooting at you at once that even diamond armor and food won't save you. A potion of health 2 or even regeneration in your hotbar may not be a bad idea as well.
I've been killed by shulkers at least twice, once through fall damage, once by repeated shots. It does take some practice to learn how to deal with them. The key is to not panic, and once you start levitating, try to get either under a ledge or over something you can fall safely onto. On an End Ship, head for the mast, for example, to avoid falling off the side. Keep a sharp eye out for them on the sides of towers and underside of bridges, try to pick them off with a bow from a distance. Get a good aim at them and hold the bow at max draw, ready to fire, then let loose an arrow the instant you see that shell twitch open a second. Bring an infinity bow so you don't have to worry about running out of arrows.
They're supposed to be tougher than most mobs, but not quite as bad as the two bosses. And I think they succeeded: They're a lot easier to kill than an Enderdragon, and a lot less terrifying to fight than a Wither boss. Tougher than your average skeleton or spider, however.

Sounds like some other mobs might actually need to be buffed, then.
I wouldn't be opposed to this. I don't play on hard mode. I play on a server run by my friends so I don't really control that. That might provide more of a challenge. But I don't know that I would have wanted that going into it. I only started playing a few months ago and this server is my only Minecraft experience.
