Is the second reference a reference to the Windows 10 operating system that replaced Windows 7 and 8 or the Mojang Minecraft game "Windows 10 Minecraft" which is a to PC port of the Minecraft PE version?
If the second, then AFAIK your son can't use the mods. They are for the full Java based original PC Minecraft.
If your son DOES have the Java version of Minecraft there's no reason he can't run it with mods on a Windows 7 system as long as his computer meets the minimum system requirements for speed and memory.

If you are talking about normal Minecraft, NOT Windows 10 Edition, then follow this guide. The first thing you want to do is run the Minecraft version you want to mod (for example 1.7.10, 1.8, etc). You can change versions by going to launch options and adding new. The second thing you want to do is go to http://files.minecraftforge.net/ and download the forge version that corresponds to the version of Minecraft you want to mod (for example you would want forge 1.8 if you want to mod Minecraft 1.8). It is preferable to download the recommended version (it is the most stable) or you can download the latest (more mods are compatible). Make sure you click "Windows Universal" to download. The third thing you want to do is open the file (make sure it has the circle "install client" filled in) and install. Afterward, go to the launcher and choose the one that says "forge". You can run it to make sure it works. Then, go to the website you want to download mods and download them (make sure they are the version that corresponds to your forge version). Go to your .minecraft folder (you can read this to see how to find it http://minecraft.gamepedia.com/.minecraft) then put the mods in the folder that says "mods". Finally, run Minecraft forge to make sure that the mods work (sometimes some mods other mods or cores). Enjoy!

2.) after it is done downloading, there should be a downloads bar on the bottom of your browser, click the little arrow on the file and select 'show in folder'
3.) drag and drop to the desktop screen, now, open up the file browser (Windows button)
4.) search '%appdata%
5.) go into .minecraft > mods
6.) drag mods into that folder.
That is how ive always downloaded any mods, im not sure if that was exactly what you were looking for as a guide, but I tried. Hope your son has fun!
Yes, if the mod corresponds to the correct minecraft version, it should work. (Should as in, some mods just do not work on some computers for no reason. If it doesnt work, then im not sure.)
I downloaded mod for 1.11.2. I typed %appdata% and inside .minecraft directory there were some other directories like "asses" etc but no mod directory.
I was confused by that so I created directoy "mod" and placed earlier downloaded mod.
I started the game and didn't get any errors or anything but nothing from that mod either.
Side question. Some mods versions are show as 1.11 while some are shown as 1.11.2. Since my son minecraft version is 1.11.2 can he also use mods that are marked as 1.11???

No I do not have forge installed. Your instruction from above doesn't say I need to install forge.

Sorry! I forgot, i just naturally assumed you had forge installed. you have to download forge for your minecraft version. After you install forge, you should have the 'mods' folder in . minecraft. Also, I would get rid of the mods folder YOU created.
As it pertains to Minecraft, version numbers are arranged in a major.minor.patch (ie, 1.11.2) format, and in general for mod compatibility you only have to worry about the major.minor part. Very rarely (like almost never), the .patch number is required as well, but usually 1.11.0 is exactly the same for mods as 1.11.2. On a similar scale (almost never), there are also mods that are so well-written or only work on such a very small set of minecraft code that they are actually compatible across multiple minor versions even though there's no documentation actually saying this.
Forge is just another mod, but it's handled very differently from other mods as its purpose is to automatically handle the other mods for you. It's extremely easy to newly-install Forge, but it can be a pain-and-a-half to upgrade an existing version of forge to a newer one (I don't believe there's an option for this in the Forge installer, or at least I wasn't able to figure it out at the time and had to manually reach into the minecraft folder and delete everything about forge then new-install the updated version).
Installing content mods (ie, any mod that isn't Forge or LiteLoader) is as simple as downloading the mod then dragging that file to a subfolder in the minecraft folder called Mods. That's all you have to do, you don't even have to unzip .zip files or anything like that, Forge does that automatically.
It's a highly trustable site (run by the same folks who maintain this one) which probably contains one of the biggest databases of mods in existence. To use mods for a certain version of Minecraft, you need Minecraft Forge for that version. To download Minecraft Forge, go here:
On that page, in the "Minecraft Versions" section, choose the version of Minecraft you are using. Once you've clicked that, go to the "Download Recommended" area and choose the "Installer-win" file. Download that, which will take you through AdFoc.us (if you haven't used AdFoc.us before, it' pretty simple. Wait about six seconds, then click the red "SKIP" button at the top right corner).
Once you've downloaded the installer, run it, and you should be able to install Forge for your client. Once that's done, open your Minecraft launcher and change your profile to Forge. You may need to edit your profile to change the version to the one you installed - just look for the Forge version number, the one you saw on the downloads page when downloading it. In the launcher, the version should be named something along the lines of "release 1.11.2-forge1.11.2-13.20.0.2228". You can now run Minecraft with Minecraft Forge installed.
As for the mods, they're pretty simple to install. A quick note, though: you cannot have mods for two different Minecraft versions at once. You are only able to use one version of Minecraft Forge at a time (though you can install as many versions as you want at once), therefore only the mods made for that version will work. Inside of your "mods" folder, where you put the mods, you can create additional folders. For 1.11.2 mods, you can create a folder called "1.11.2", and put all of the mods there. You can create a "1.10" folder for all of your 1.10 mods, and so on and so forth and what have you. If you do this, Minecraft Forge is smart enough to look for only the mods in your specific folder for that version, so when you run 1.11.2 Forge, it will start up with the mods in your 1.11.2 folder, and no others (except possibly mods directly in your main "mods" folder).

I checked version of his minecraft...it is 11.1.X and it is running on windows 10 OS.

Yes, you should install the forge version for MC 1.11.2. However, unfortunately enough, you must download another forge for MC 1.10.2
for each version of the mod I have to install forge
