Could be wrong, but this actually looks like a visual effect called parallax, which is used to give the impression of 3D depth on a 2D surface by warping the coordinates based on a gradient. If it is, it's not the resource pack, but the shader doing it. The resource pack only tells the shader the height of each pixel on the block through the normal map, and the shader does the rest.

What texture pack gives the 3D Ladders and the grooves in the wood?
He doesn't need to credit the author of the texture pack unless he is specifically showcasing the texture pack or promoting it.
