I think players just take a while to get adapted to sudden new features, just like they did with beta 1.8. Soon, the new combat will be the new standard for PVP servers.

It'll certainly take much longer than most other updates, unfortunately. Most people have already passed up the update as "Waiting 10 seconds to strike again" and such, so most players might not be inclined to come back to it again. That or they're just so convinced clicking as fast as possible is the best type of PvP system that they don't want to change, for good or bad, and thus automatically mark off any PvP changes as bad.
But, yes. I do believe people will eventually adapt. The "Hardcore PvPers" will certainly take much longer, but it seems most people have already gotten used to the new system or at least are much more quiet about it.
I don't think that particular command or whatever removes the sweep attack. I haven't looked into it, but it'd be possible.
The axe damage is the easy part. Modify held item data to deal 1.8 damage if it's an axe.
The tricky part is the sweep attack. There are a couple of ways to bypass it, first coming in mind is to replace a held sword with an equivalent tool (Hoe, axe, etc.) that is retextured to a sword and modified to deal the same damage as a sword.
The issue here is the way that works. That'd mean axes would look like swords (Unless you'd want all swords to be unbreakable, which I doubt you want).
In theory, something like this is possible, but the 1.9 changes weren't meant to be reverted. Map makers were given tools to customize the attack cooldown, not revert it. An interesting thing to note is even with the lowest recharge amount, spam clicking at an average speed usually does not activate the sweep attack, but that's not really a solution, just a gimmick.
In short, the changes weren't made to be entirely reversable, nor do I think such a thing would be possible (But modifying the sweep attack in itself would be useful for map makers, such as sweep damage, if it can even be used, etc.) But since changes aren't entirely reversable, your best bet is to try and find a mod that takes away the cooldowns.
1.9 didn't turn combat into a game of strategy. It's still spamclicking but now the players run away for a bit then click again until one of them dies.
It's not good, but it's much better than it was before..
Has nothing really to do with if it's better or more skill based for me. It's just different. I tried it out for a while and still plan on playing with it for fun now and then, but for the time being at least, I reverted my servers to 1.8.9 and plan on using it in general for the foreseeable future. Feels more like Minecraft to me.

You can use NBT tags on tools to remove the attack cooldown
As i stated before, you can remove attack cooldown AND axe damage with Attributes (nbt tags)
