Ok ok. So I just looked here http://minecraft.gamepedia.com/1.9 and I quote, "The dragon will respawn without resetting the End if it has already been killed". Great job Minecraft. You just designed the perfect way for people to gain ridiculous amounts of xp by destroying the towers and killing the now relatively easy ender dragon. Is there some way that this can be changed?

The 1.8 update already made xp/enchanting ridiculous. imo 1.8 killed Minecraft for me, laser-shooting fish, derppits(rabbits, they have extremely derpy models), three new hideous blocks(Granite, Andesite and Diorite), the new enchanting system and probably more things I forgot about. The last decent update was probably 1.4.2, known as the Pretty Scary Update. released October 25, 2012. Though I suppose this has turned a bit into a rant, sorry. hehe
Imo, Minecraft will never die. It has too big of an open, diverse community, and I do believe a lot of people support this. (as killing the ender dragon again is nice, some people enjoy it for the ridiculous amounts of xp. Then again, xp is already very easily obtained through traps and simply going outside at night and killing a few mobs.

This just means once per world, so they can play with the new battle. It isn't coded as "hey the enderdragon is gone! Spawn a new one" it is coded to respawn it for pre existing worlds.

Also take a look at this guide if you are requesting builders for a server/project.
Please note, if I deny a suggestion because it is already possible, then I mean it is already possible withing 10 command blocks (That do not spawn other command blocks) or up to 5 creations (Command blocks that spawn other command blocks) to make your suggestion.
If I critique your suggestion I am not hating on you. Learn the difference.
Dinerbone has only said that the Dragon cna be reset in old Ends. We don't know if you can fight the dragon again an infinite amount of time, or even if it drops experience after new fights.
You can actually make an ender dragon farm in 1.8.x(not sure if it will work in 1.9). This allows you to kill the ender dragon and infinite amount of times for limitless exp(roughly 4 times faster than any other farm), but you will not be able to collect the egg or have the portal.
You basically just need to unload/reload the chunks the dragon is in before the death animation completes. It will continually "respawn" whenever the chunk is reloaded, dying again(dropping exp). You then unload the chunk before the 10 second death animation is complete and the dragon never actually dies. Reload the chunk again and the dragon has restarted the death animation, dropping exp once again.

This forum has made me decide that I now want kids, so that when they get old enough, I can forbid them from coming here. it's a terrible place.

It's essentially impossible to fix without completely rebuilding the game due to how chunks load/unload. I guess it could be fixed by removing the death animation and instantly placing the portal/egg. I don't see that happening however.

That's... pretty game breaking actually.
Eh, debatable. Are enderman farms game breaking? This is only a faster version of that and will not give you a limitless amount of ender pearls(something I find far more game breaking as a form of travel). It's very difficult to setup and easily broken in SMP due to server delay potentially keeping the chunk with the dragon loaded longer than the death animation, permanently killing it.
It was pretty hilarious to see the guy who made it come back from AFKing to 1400+ levels on his tutorial video though.

I can see a very easy fix - mobs have an NBT tag called "DeathTime", which indicates how long they have been dead for, used for death animations - and it is saved with the chunk data - so all they need to do is use it for the dragon; in fact, it should already be used but apparently isn't saved correctly.

I'm sure it already is.
The death animation never completes, so the "DeathTime" is probably what is actually causing the bug I'd assume. The dragon is never technically killed, you unload the chunk, the "DeathTime" is reset and restarts the animation when you reload the chunk.
Again, an impossible fix without removing the death animation.

What if the dragon and death animation are treated as separate entities?
Like when the dragon dies, it is killed instantly, dropping the XP instantly.
At the same exact time this happens, a new entity spawns that looks exactly like the dragon to display the animation, but isn't the one dropping XP, as it is already dropped.

I don't code, but I don't think that's possible without a significant rework on the game. Aka will never get done because it costs too much in development hours.
Mojang looks at it in terms of cost-benefit. How much is it going to cost and who is it going to benefit?
Coding the game to remove dragon farms has a very negative cost-benefit. It will cost them a lot of money in development hours and will benefit literally no one, it will only anger people who actually use dragon farms that would be broken.
You probably didn't even know about it until I mentioned it in this thread, so who is it affecting so negatively that it would need to be quickly patched? They can't even get boats to work properly after years, and boats are constantly killing people for no reason because the "bobbing" effect is calculated with fall damage...

Replacing the dragon with another entitiy shouldn't be that difficult. Heck, the /execute command allows mapmakers to pretty much do that, replace entities at will after a specified trigger
You're welcome to attempt to fix it yourself and submit the fix to Mojang, good luck. Just remember to use a vanilla version of minecraft(absolutely no mods for the retail releases) and that it needs to be compatible for future versions.
Here's a link to a world download with the farm already built for you to test your code as well. Just make sure to keep your render distance at 16 chunks for the farm to work properly(lower won't load the dragon chunk, higher will kill it rendering the farm useless).

I'm guessing it will respawn infinitely, but there would be some long cooldown or something?

TheMasterCaver's First World - possibly the most caved-out world in Minecraft history - includes world download.
TheMasterCaver's World - my own version of Minecraft largely based on my views of how the game should have evolved since 1.6.4.
Why do I still play in 1.6.4?
