Spiders will drop string and spider eyes when killed. You cannot craft cobwebs. If you have silk touch shears, you can break cobwebs and they will drop cobwebs. If you break them with a sword or shears, they will drop string, if you break with anything else, they take forever to break and don't drop anything. The only way to get silk touch shears is to use an enchanted book.
The Wiki should remove that part about using Silk Touch swords since they aren't possible, at least in Survival (but do work if you enchant a sword in Creative since swords are a proper tool for cobwebs, meaning they drop something when mined):

I've never tried a silk touch sword, but I know that if you're using shears, you need silk touch on those, too. (At least that's how it used to be...)

Yes, I read it wrong. Personally I do not collect webs, but yes the shears still need silk touch.
