I have never played on a server, but I am looking to play a private game with my friends. I have started looking for a company to host my server, but I need some more information:
1) When you sign up, you have to specify an amount of RAM. What does this affect? How much do I need? I am looking to play with 2-3 other people.
2) Are there any hidden costs?
3) Can players be on either Mac or PC?
4) I would like to play with various mods. Does this affect how much RAM you need? Does this affect whether the game can be joined by people with a PC or Mac?
5) If you want to install mods, does the hosting company do this for you?
6) Do any/all of the servers have voice chat?
7) When you sign up for a server, it looks like you get a URL and port number and you enter these into minecraft to sign in? Can games be password protected so that they are private?

I'll do my best to provide as much useful info as I can!
1) For a few people, you should allocate around 2 to 3GB of ram minimum. I've had servers with about 512MB ram but couldn't run many plugins or mods and it was just my buddy and I.
2) There shouldn't be any hidden costs for server providers; they should state the total cost. I would recommend asking the provider of your choice's support.
3) Yes, Mac and PC players and play together on a server.
4) Yes. Some mods will need more ram than others and some mods may be incompatible with multiplayer. Check out some of your favorite mods to see if they are multiplayer compatible and they should also have an instillation guide somewhere. Also, the more mods your server contains, the more ram it will need. You should be able to get quite a few of bukkit plugins in a server with a few gigs of ram though.
5) Some companies do have a generic mod list but most don't have many or any at all.
6) Voice chat does not come with the server itself but some companies may include ventrillo or teamspeak for a portion of a cost.
7) I am not sure of this, but you can add a whitelist(link) to your server to protect it or don't give out the info to anyone else but friends.

answer: you only need 512mb of ram for a 2-3 player server

ans: Depending on the host you use, there shouldn't be any hidden costs (I use creeperhost)

ans: Players can play on mac or PC

ans: Mods do affect how much ram you need (You probably need 1gb to 5gb of ram, but I'm not sure), but they do not affect wether it can be joined by mac or pc

ans: If you want to install mods, the hosting company might do it for you, it depends which you choose (creeperhost lets you install some popular modpacks)
6) Do any/all of the servers have voice chat?
ans: Again, it depends what host you choose, creeperhost lets you easily make a mumble server or teamspeak server. You can always use skype

ans: Games can be whitelisted, which only allows certain players to join

Why would you need to pay for that small amount of people? I'd say try port-forwarding your server or use Hamachi (although I don't recommend it, as it can lag your computer).
So if I were you, I'd try port-forwarding a server before trying either hamachi or buying a server from one of those companies.

I actualy run a public server with only 512mb ram, and I can run about 20-30 bukkit plugins on it, and it can usualy support around 7 players fine. It depends on the processor speed
