I've been using TMI for a few years now and just now heard of NEI. I had never heard of it and when I did the people mentioning it said it was better.
The only differences I can tell is that TMI is a very easy to install mod that has a clean and straightforward setup, whereas NEI seems to be clunky and takes up the entire screen. Looking at things like enchantment, TMI seems a lot easier in just about every aspect.
TMI has been for around longer. Its just that it doesnt get updated as fast and usually gets left out of modpacks because of it. Also most mods include plugins for NEI that enable custom recipies. (For special machines)
I myself find NEI more useful, it has a lot more features on it. it can give you recipes, simplify gamerules, simplify teleporting, and works well with other mods. And i find the mob spawner selection to be more in depth. overall it does more than TMI does, and it is more widely supported these days

I'be seen a few videos about TMI, and NEI is TMI but with recipes, AFAIK. A lot of mods have support for the NEI recipe function, so it's a mod for mods, essentially.
It also has a search function, use function, and an additional creative mode that uses the NEI imterface along with adding a double chest's worth of space to your inventory.
I am surprised this hasn't become a flame war. Anyway, I like NEI better than TMI because it isn't as cluttered, plus I can look at Crafting recipes simply by pressing R, and it really helps when I get new mods and need to know the crafting recipe. TMI was what I used when I first started getting mods, but I found out about NEI and liked it much better. TMI has some cool features NEI doesn't have, but overall, NEI is better in my opinion.

*Do you wanna hear a skeleton joke? It's very humerus.
1. As it name says, it has all the blocks, literally.
2. Up to 127 enchantment level
3. Cheat mode on
4. Too Many Items.
5. Custom fireworks, without some crafting.
Cons:
1. Pretty cheaty
2. No recipe viewing
3. ruins survival mode, you can instantly beat it by just getting ender eyes
4. I forgot
NEI:
Pros:
1. Made for survival mode if you don't know the recipes
2. Supports mods GUI systems
3. Has multiple modes
4. Recipe view mode
5. Its awesome
Cons:
1. Doesn't have everything
2. You need CodeChickenCore
3. I still forgot

Nope. Their pretty much the same in vanilla. Really NEI is just newer.
