Recently I've been getting low FPS 15 with shaders, 40 without. I usually get 60 with shaders, and 200 without! I have a fairly decent PC. Well cooled, Hyper212 EVO, a10 6800K CPU, r9 270. I only have maybe 5 mods.
It seems very strange. If you can give us some more system info we might be able to help you more. Also I get 20 frames with options so I would be thankful to get 200 without shades.

Are you using shaders with optifine? if not then get it.
First try doing normal system maintenance like defragmentation, deleting unused or unwanted programs, ending unnecessary processes in your task manager, and even physically dusting out your computer fans with a can of compressed air. Also try to scan your PC with your antivirus software for any hardware intensive Bitcoin miners or other viruses. Some of those Bitcoin miners can use up to to 95% of your GPU, and they will often install and boot themselves up, and will try their best to avoid malware scanners.
Look in your task manager for any malicious appearing tasks, and end them.
Did you make any changes recently, like install or upgrade software (particularly Java)? Also, I assume you are still using the same version of Minecraft (I don't think shader mods are out for 1.8 yet, and 1.8 is known to cause performance issues)? It also helps to know when this happened and whether it was sudden or gradual. In addition, in case settings were changed, check to make sure your computer is set to use the dedicated GPU, as if you have integrated graphics (common in laptops but desktops can have them also) an issue since the new launcher came out with 1.6 is that Minecraft doesn't properly detect the dedicated GPU.
Also you could try letting Minecraft use more ram.
Also making sure its not using the integrated graphics. Which your mother board does have, and set it to use your R9-270 2gb OC 1050mhz graphics card instead. Only if its using the integrated graphics.

That generally only happens with Nvidia cards.

*Turned off internal graphics *Allocated 4gb *Already have optifine *Always used same settings - No change. Thanks though. Chances are my graphics card has had it's fair share. I'll be upgrading to an r9 290 shortly anyway. If you do have anymore suggestions please tell me.

That doesn't seem to single out those cards as having some problem; the person who posted it even says they resolved it:
Turns out it was my Catalyst Control automatically turning up the AA and MSAA. If anyone else is having this problem I suggest you check that.
So yeah, you want to make sure antialiasing, etc isn't being enabled in your GPU control panel, plus since 1.7 it doesn't work well because of rendering changes.

I cannot count the amount of reports that there have been in the Unmodified Support Section of people having issues with the R9 series.

SEUS v8.0
TheMasterCaver's First World - possibly the most caved-out world in Minecraft history - includes world download.
TheMasterCaver's World - my own version of Minecraft largely based on my views of how the game should have evolved since 1.6.4.
Why do I still play in 1.6.4?
Try Change Some Minecraft settings:
- Max frame rate to unlimited
- Render Distance to lower chunks
- Turn VSync off (Sometimes works)
- Smooth Lightning to Minimum or off
- Graphics to fast instead of fancy
Try Installing Optifine like DJplaysMC said.

Well your probably right, I've never used an AMD graphics card before. But i was just giving him a couple ideas on what it could be.
There have been many accounts of players having issues with cards from the R9 series. I'd strongly suggest that you get a GTX 980 instead of the R9 290.

What shadow and render res are you using? Did you recently set them any higher?
