World size has no effect on RAM usage... I can play just fine with only 512 MB allocated on a world that according to MCEdit contains 27,000 chunks as only 697 are loaded when I play (running 1.6.4, which loads 441 chunks (fixed) plus 256 spawn chunks; 1.7.4 and later versions load a variable number depending on render distance in singleplayer). Note also that singleplayer is more demanding because it runs the server and client on the same JVM.
By far the biggest factor in memory usage is the number of players, as this page of dedicated server requirements shows; 1.4 GB is good for 6-10 players according to it, although 1.8 might need more.
That said, many people have been reporting lag issues with 1.8, both in singleplayer and dedicated servers. See this thread for example; particularly also "RAM wasn't an issue as the server was barely using 500 MB of RAM and I even tried adding that from the 2GB I started with to up to 4GB.". Also, a Reddit post on server lag in 1.8; one of the posters says that updating to Java 8 (note - not without some problems with redstone) fixed most of the lag issues.
