Are they rare i have been looking in plains and extreme hills for about an hour and can't find any

That's odd. It took me like a minute to find a bunch of them hopping around in the plains biome.

The appear very sporadically in those biomes, I saw 2 hugs bunches of them today. They seem strangely segregated.



However, there's always spawn eggs. xD

Have you started a new world?

If it is an old world you probably have to explore new areas to find them.

if you want to see rabbits, you can go to farm or in the jungle

is there a way to make a new world but keep all my stuff?

From my knowledge, rabbits naturally spawn in plains biomes in the same way horses do, in small groups here and there.
