Sorry if you have answered this 10 times already but my xp farm is built just like ones on youtube and it sits at y 84 completely dark why won't mobs spawn. thanks in advance for your time
I'm not sure what type you're referring to, either with a monster spawner or random mob spawns, so i'll just assume. If you're using a monster spawner block to get the mobs, I haven't the slightest idea, but 20x20 is way too big for one.
If it's relying on random spawns, the problem is most likely that all the area around the designated spawn space are taking up too many random spawns. In order to make sure the maximum number of spawns are coming in your grinder, you have to make sure there are no other possible spawning spaces for mobs to utilize.

In other words if your XP farm is just a big dark room you need to light up everything outside of your farm for 128 blocks in every direction, this includes caves underground. Most people build these farms high in the sky above an ocean to minimize the amount of lighting required to make the farm work properly.

Also, another potential problem is how far away from the dark room is the spot where you stand when you are waiting for mobs to spawn? This waiting area must be at least 25 blocks away from the dark room (because nothing will spawn within 25 blocks of you at any given time).
Another thing is make sure you're at least 16 blocks near the spawner (I believe it's that number) and if you post screenshots it would help to see what your exact problem is.
Also, the above tip is only appropriate if you are using a mob spawner block type XP farm. From stephenled7's comments it seems like that is not the type of farm he has built so I would not suggest standing within 16 blocks of the farm as that will prevent spawning in the type of farm I believe he has built
