You can spawn another one, sort of, if you delete the End, located in the DIM1 folder in your world save folder (DIM-1 is the Nether, so don't confuse them). Of course, if you built anything in the End it will also be deleted.

Here's an idea, you can always delete DIM1, then recreate the end to challenge the Dragon once more. I would prefer that you, do whatever needs to be done there, first. Then proceed to Delete the Dimension.

The only way to fight the Ender Dragon again is to delete the DIM1 folder in your world save, which would delete the End period.
