Well whether it's fair or not really depends on the context. However, you should be less worried about whether something is fair, and more worried about whether something is possible. Life is not fair, and if you don't learn to accept that early in life, you will cause yourself a lot of unnecessary hardship. I only got one hour of any type of electronic usage when I was a teenager, and I thought it was unfair. However, looking back, even though I still believe that it was unfair, I realize that I should have been using the time I wasn't allowed to play video games to do other things that I could have been doing, but didn't because I was too obsessed with what I couldn't have at the time. Funny how things work, really.
While this is slightly off-topic, I have often found people who use the "life is unfair" phrase tend to use it to justify the injustices they carry out towards others.
I assure you, I am not one of those people, lol, but I get what you're saying. We're basically saying the same thing, just in different ways.
I'm going to sound like the old fart here but yes, that is fair. There is more to life then sitting in front of a computer playing a game. During your youth it is important to take time to be outside, get some excersize and also socialize with friends. I think that is very reasonable and I would honestly do the same thing if I was a mom. I know it's hard and frustrating but try to remember the grown ups in your life love you. They want you to take care of yourself and get everything you need. This is what's best for you and your health, even though it seems like more of an annoyance. Find other things to do, play sports with friends or sit outside and read.
Why are they imposing the limits on you?
-Because of academic performance or behavior problems?
-They want to use the computer they paid for? Siblings want to use it?
-Concern for your health?
-They believe it would be advantageous to go outside with friends and develop social skills?
Sorry, we cannot properly judge the time/fairness ratio unless we know why they are doing it.

As a college student I have technically unlimited Minecraft access, but I've been trying to keep gaming down to a few hours a day. You don't realize how much time you can waste until you step back and look at your schedule.
I'd say an hour a day is pretty fair, although it really does depend on how much free time you have.

Personally, I get no Minecraft during the wee, period. During the weekends I get a few hours. It's healthy to set limits for yourself and not get consumed with video games, even positive ones like Minecraft.
If that is what your parents decided. Then it is, what it is.
