On all the tutorials i watch on how to install SPC Single player commands they already have a bin folder... And when i click 'new folder' nothing happens for some odd reason please help or maybe just maybe you could install SPC for me using team viewer haha if you did install it for me i will pay you 5$ via paypal
Just type %appdata% into the address bar and then look for a folder called .minecraft (this is where all your minecraft files are located). The bin folder should be listed inside the .minecraft folder.
This is for windows. I'm not sure about other operating systems as I don't use those, however the method for locating the folder should be relatively the similar.

Sorry to tell you this but 1.6 got rid of the bin. You can't get the .jar, only in the versions folder.
The tutorials you've been watching are outdated. There's no longer a bin folder, instead, all your different .jars are stored inside the "versions" folder.
He's probably looking for it for that time I told him how to install SPC. To make one just, right click anywhere except on a file in .minecraft, select "New Folder" in the "New" category, and rename it to "bin."

You're not doing anything wrong, just that the tutorials are outdated.
Now, rather than bin, you should look for the 1.6.2 folder in versions.
No, SPC for 1.6.2 still says to put WorldEdit.jar into the .minecraft/fin folder.
@OP: If you can't create a new folder, is it specific to just inside your .minecraft folder? Could you create a new bin folder somewhere else, and then copy or move it into .minecraft?
If that doesn't work, you could unzip this file to your .minecraft directory. That's just a bin folder with the WorldEdit.jar file already inside it (I hope that's not illegal -- I'm not distributing any Minecraft resources, but I'm not sure how the guys over at SPC/WoldEdit would feel about it. I just hope they know that my heart's in the right place when I do this.) And, if you don't trust my .jar file (and why should you, how do you know that it's not a hack to steal your identity and email it to myself), you can use this one which is just an empty bin folder.
Nah, just kidding.
