I did mean the eggs. I'm not counting monster spawners with silverfish as the programmed mob. Those are just a variant of mob spawners, not a completely different block.
Solid things like stone Diamond block cobble wood, Aslo things like Cake Torch Redstone Tripwire are all blocks
What im talking about:
* Spawns in the Main world Not Nether or the END
* Naturally Accouring in minecraft
* Plain world/ Default World

Well if we go by those rules, and assume that you have Structures turned on, then as already stated it will be items which show up in the Fortresses. Either the silverfish spawner if you count it, or the End portal/portal blocks if you don't.
If you don't want to count the spawner or the portal, then it's going to be the cracked stone brick or mossy stone brick.
You only get 3 Strongholds, ever. End of story. Everything else you can find more of, if you keep exploring. So the items which only show up in the Strongholds will be the rarest natural occurring items.

No, End Portal Frame is rarest if spawners are all one block, everything else can be generated theoretically infinite times, anywhere there is the certain biome.

I would say end portal frame for natural generation in the overworld. There is obviously ALOT of jungle temples in one world. Another thing is that sometimes a cave, ravine, dungeon, or mineshaft May interfere with the end portal frame in the end portal room in the stronghold, Not to mention that there are only three strongholds in one regular minecraft world. In conclusion, spawning naturalely, not placed by the player, there are 36 or less end portal frames in one world.
Mojang fixed the bug with world generation interfering with the portal.
Yeah, in one of my worlds both a ravine and a mineshaft intersect the portal room - which is 100% intact despite this. Also, I don't think caves/ravines were ever able to cut apart portals because they generate before any other features as basic terrain (like mountains), and in any case can only remove stone, dirt, and grass blocks (until the 1.8 snapshots, when they added hardened clay and sand/sandstone; or perhaps they did what I did in my mod, which is have caves remove any non-bedrock, non-water block). Although the walls (but not the interior stuff) of strongholds are coded to ignore air blocks when being generated, hence the appearance that a cave cut through them (which is very easy to prevent by changing a flag, with this as the result; the only derpiness remaining is where the game abruptly stops generating pieces or generates sections on top of themselves. The mineshaft issue was simply solved by generating strongholds after mineshafts, as seen in the code.

End portals are always 36, as opposed to repeaters in temples, which has a high chance of spawning in jungles, in this extremely big world, and due to the size of a jungle biome, multiple temples can generate in the same jungle. making it not so rare

close call, but silverfish spawners are rarer, only a maximum of 3 in every map.
If we're are talking about solid blocks here, which is in the criteria that the OP has set, then the actual rarest SOLID BLOCK is the silverfish spawner, with only 3 in each map, while there are 36 end portal frame blocks in each map. Give credit to Movati and Sefirah for giving me the information.

extreme hills are common... Which mean emerald are not rare, but rather 'uncommon'
Even though they spawn alone, they are scatered around... I mean really... I found 6 emeralds near a single lava pool
anyway the rarest block might be end portal frames
