It is unknown how the username change feature will be adapted to server white- and blacklists.
It is most probable that the transition to a Mojang account will become obligatory at some point.
It could be possible that Mojang decide to update the account system simultaneously with the release of Minecraft 1.3, which is on August 1, 2012.

So it would be like a $10 unban, but they would most likely merge /ban with /banip, so no one from that computer can join.
I'm sure even if this was true someone would only be able to connect to a server with a unique username once. For example,
if I join a server and my in-game name was set to Bob123, no one else would be able to log in to that server with that name, because I'm sure they would implement some type of system to check and see if the in-game name matched the first user-id that joined using that name.
However, this would be a mess and I don't see the point in it.

Dude, he went and got an actual source. If that doesn't scream "CREDIBILITY IS GUARANTEED" then I don't know what does.
Also, Twitter doesn't control what Jeb says, Jeb does. Tweets are literally quotes from a person, and...I'm going to go out on a limb and say that Jeb is telling the minecraft community the plan. Also, based on precedent from the same source, Jeb is pretty much saying that this is the official company plan. Basically, Mojang is not a company like others. Their "official" statements are made via twitter, because it is a reliable and useful tool for making statements to the public, and because the minecraft newspeople (aka Curse) use it to gather the news. Mojang doesn't actually make official statements like Nintendo or EA where they tell CNN or GameStop that the new update is coming out at midnight November 24. Mojang is pretty much the most transparent company I can think of because every little thing that happens in the office is released to the public. I trust this 100%, even though there is room for error in the exact dates, since they are "planned" not "set in stone".
edit: And while I know it can be decieving to your actual experience with minecraft (I joined the forum a year after I bought MC, in alpha, so I know from personal experience), your 10-post count doesn't help. Sorry

hehe my 30 dont help either lool im just a lil concerned about where it said you will be able to change you in game name as a server owner i dont think its going to be good trying to figure out the real jerks from the copies its going to make banning jerks harder without taking out innocent players in my opinion
i hope M/C comes up with a solution to that
I'm sure that the minecraft server will keep those who would wish to exploit the new system at bay. Why else is the functionality to change names going to take a month?! The point is that they're working things like that out, so it will take a while. Don't worry, Minecraft will be better, not worse, because of this.
