Try setting a piece of netherack on fire next to the wool, let is spread to the wool from that. It would be unreliable timing, but it should be a reliable fire starter.

If you build a man a fire he will be warm for a day,
If you set a man on fire he will be warm for the rest of his life.
For some reason, wool won't burn and neither will leaves... what's going on?
The fire charge hits it, it gets set on fire, but nothing will actually burn/vanish.

Example
Lighting a single leaf block wont burn down a forest oe the tree, but placing 4 fires at the base of the tree could!
