According to the bug tracker, snow in the Extreme Hills was marked as "Works As Intended". See Bug MC-30501
If my memory serves me right, the idea was to have two variations of biomes, the old and the new. Then, if we are getting 4 kinds of Extreme Hills, why not keep the old one snow-free? Extreme Hill M and EH M+ could have snow caps.
Why to have all 4 EHs with snow caps and little variation between them? Please, keep the old one snow free, for variation and for sake of our existing structures there. One or two snow-covered mountain biomes are enough.
People that have built structures on EH now will have to deal with snowfall, specially those big castles, towers or houses we built on the mountains will now be snow covered. These structures weren't designed with snowfall in mind. This will ruin the design. I loaded a 1.4x world in the latests snapshot and found it was having snowfall in my mountains.
I think we will need to have snow-free mountains too. I'm afraid if this doesn't change we will no longer have snow-free mountains as an option.
One of the nicer looking Taiga biomes (If you consider lava to be nice...). Some of these aren't even X-hills.

If the X-hill biomes weren't so height restricted, I think the height variation problem would almost be solved. Although I don't think anything will beat the perlin noise mountains.
I honestly feel the terrain variation was implemented wrongly. The Bla-M stuff is basically X-hills on steroids and do not allow biome-crossing mountains. That is just the opinion of a thread supporter, however. I will admit that a few steps were taken in the right direction. I just prefer the generation of Perlin-noise based mountains due to the possibility of biome-crossing mountains.

ForestHills either have no alternate variation or duplicate ForestHills biome. At least they did in 13w36a, as I haven't looked at the code of later snapshots. Why they did it this way? IDK, I'm not who did that.

They do seem to be focusing less and less on terrain. :/ Hopefully they will get back to it after finishing all the things they are currently focusing on. It would be a shame if they left the terrain as it is now, there's so much more they could do with it.
Seeing as how they claim to be celebrating "the upcoming pre-release" on the Mojang.com post for the latest snapshot, I doubt there will be any more drastic changes to the terrain. With things such as beaches, biome transitions, etc still being so sloppy, it really surprises me that they don't seem to want to devote any more time to the terrain. I was really hoping for more than new biomes. Oh well, maybe next update...

Jeb has made the biomes boring, but with a good reason. I'm guessing he thought he would get rid of the unrealistic terrain and then later. Would add more interesting features that are more controlled and don't look like a chunk load fail. I usually play modpack s so the terrain is much better.
He is making a update to make the biomes more interesting; adding a new type of dirt and different biomes.
Also the world seems quite empty, he needs to add fish in the sea, canals in the desert, crabs on the beach, squirrels in the forest and bunnies in the meadows ^.^

1.7 seems to fix my problems well if they would get rid of the snow capped mountains/ moved the height limit for snow.

I believe Jeb just recently arrived from a honeymoon about 10 days ago, so I assume he's back working on the terrain......I hope......because the terrain aspect of the update still needs lots of work.
Please elaborate on why you think this is so; I am curious, .
Because (at least AFAIK) they aren't gravel beaches. Gravel was added to the underwater bedding generator, so the "gravel beaches" are just splotches of gravel that went up to the surface and replaced some blocks on a beach. Someone mistook it for something bigger and called them "gravel beaches".
Though if there are true gravel beaches, do show a picture.

My suggestion explained: Extreme Hills should be kept snow-free while Extreme Hills + and Extreme Hills M could have snow caps
