It can be any height, I need one in my tower so when I pull a lever, some lights will blink. (Redstone turning off and on) but when I flip the switch off, the clock stops. So I need a clock that will start when it recieves power and turns off when it stops the power.
I'm not sure how to make one that stops when you turn of a power sorce, most of them actually work because the power sorce is only on for half a second, and blinks because the power is turning on and of in parts of it, they also require a part of itself to be broken inorder to durn of, so I'm not sure how the swich thing you want would work.
Also note, there may already be things like this made, but its probubly way bigger than 4x4

This works but be quick to destroy the torch otherwise it will loop infinitely and you end up with a glorified signal source. Alternatively a button can be used to start the clock.

Works fine, you just have to set the repeaters to 4 ticks and make sure you remove the torch very quickly.
This redstone clock works nicely for me, the cloble stone with the button is to start it
