When was the last time Notch listened to the community? I would say at least 40% doesn't (don't? Not sure) want NPC villages, maybe less. That's a large number of players.
Not sure where you're pulling those figures from. Here's a recent thread with a poll in it. Of the 183 voters, 81% said Yes to NPC villages, while only 7% said No.
I know those aren't exactly scientific polls, but all things considered, it's safe to say that the amount of people who don't want NPCs is far from 40%. In fact, I've seen tons of people in the past complain on end how Notch promised NPC villages early on and had yet to add them.
I would like them to spawn upon world generation, and instead of randomly spawning, a new one spawns in close proximity to 2 other ones at a pretty low rate.
Have hostile mobs attack pigmen in the same way that they attack you.
have the pigmen actually build and craft their things, and need to gather resources. This would make them actually gather wood from nearby trees to make a house, or actually go mining to get better tools or stone for building. Farming in their villages would also require them to spawn in an area with tall grass, mushrooms, or any other food source that may be added.
Have them possibly form groups upon spawning, which would be different towns. These towns could fight each other when they encounter each other.
Possibly, some kind of way to interact with them besides attacking or ignoring them would be great. being able to be accepted into their community or something would be epically awesome. Just think of the SMP applications: Befriend a pigman village and work with them, building them homes alongside them, helping them get food, etc. You could become their leader/chieftan/whatever, and they would do jsut about whatever you said as long as you kept them happy.
Now, that last one is pretty far fetched, but it would be great, don't you think?
How about you start a complaint thread AFTER 1.8 is released since we know nothing about the update? Notch said that there were going to be modes in 1.8 so I see no reason why there wouldn't be an Adventure mode.
How about you wait until after the patch is released to complain and then claim that Mojang has failed you and your life is ruined? You don't know how they will work yet - you've seen one screenshot and a vague sentence.
Myself, I am excited about them. The one thing I hate about Minecraft is the fact that after the first night, it turns into creative mode. I don't care about hostile mobs, I just work to build things. Having NPC villages that give me challenges adds a lot of life into the game.
As far as I know, Notch only talked about NPC towns, not the actual NPCs themselves.
I am 100% against friendly humanoid NPCS walking around in a town. Sucks away all the mysteriousness and isolation you get from single player survival. I hope the towns are abandoned...
They are also working on a modding api. Ergo, you can toss a mod on to turn off the npcs if you like.

I do. Walking around in an endless world without any distinguishing features besides my own buildings and weird landscape gets boring as ****. It'd be cool stumble upon some tiny town full of whatever and blow it up, protect it, add on to it, or whatever you want. As for besmirching your beautiful world, I'm assuming Notch isn't thinking "LOLOLOL 3 NPC VILLAGES PER CHUNK" so they'll probably be quite rare and small. The "clean-up" of the villages won't be troubling at all.

I'm with you. I don't want npcs or villages or ruins at all. I want my world to be filled with my own creations, not some crummy houses that anyone could build in a matter of minutes.
Stop living under a rock, go check out minecraftwiki once awhile to update some knowledge (news at least if metagaming is a concern to you).
That said. I'm pretty sure OP hasn't even tried it. How do you know leveling would suck, by default? Do you even have an idea how it would work? Some people just refuse new things for no reasons whatsoever.

I didn't say it is a confirmed feature. But it is there and it is planned, just not yet been written in the 1.8 update list. Wiki is maintained by other normal people, I can update the list if you want.

Notch said they would spawn in newly generated chunks, so what you've already explored, is fine. secondly, do you know how rare these are gonna be? I doubt you'll find one any time soon.
I have no problem with NPC villages- as long as they are NOT HUMAN. Pigmen? Sure. Goblins? Heck yeah! But any other humans in the world of Minecraft would ruin it a bit for me.
