The problem faced with this code, is that it doesn't rename the item. I tried it out in my creative world and it only summoned a regular stone to my inventory.
Replace minecraft:stone with whatever you would like the item to be. For example, use minecraft:pumpkin. You can also change the name to something other than Bulb, just replace the word after Name: to whatever you would like the item to be called.
Just need to set the "tag" tag; all tags that are not "id", "Damage", "Count", or "Slot" will go under a single "tag" tag. The "Count" tag will default to 0, meaning it's more of a ghost item that can't be picked up. Just have to set the Count to 1 to change that:
Summoned items must have a Count - otherwise they are ghost items and can’t be picked up.
id needs to be an actual data value id at the moment (1.7.4), rather than the name - I’ve used sponge here since I it’s a bit more obvious you’ve got something new. In 1.8 I think they’re going to move to names.
The trick for Name and Lore is that they need to be wrapped as tags.
/summon Item ~ ~2 ~ {display:{Name:"Bulb"}}
If you don't mind using a /give command, I have a code that might work:

It has a very in-depth guide that teaches you how to create your own /summon or /give codes.

It’s a bit unclear if minecraft: will be assumed if left out.
