If you're still at a standstill, you could break the build into a bunch of 32x32x32 structures of parts of the build. you will have to keep track of the relative pos and relative cordinates of each structure block to make sure everything lines up again when reassembling. It can be a fair amount of work though. Not nearly as convenient as if MCEdit was available for 1.13. Sadly, I don't think MCEdit and many other tools will ever be updated to work with 1.13+, Goodbye MCEdit.
What Rapholol should've also mentioned is that he (may be) referring to the use of 'Structure Blocks' when he mean breaking the structure down to 32x32x32 structures
I'm not 100% sure on how to transfer structure block files from one world to another
- but I would assume all you have to do is use structure blocks in (old) world to 'save'
- then copy the saved structure files from the old world to the same folder location in your new world... then use structure blocks to 'load' in the relevant parts into the correct positions...
I'm sure there's youtube videos that will explain how to use structure blocks
For reference this is the building I want to move:

So far I have tried MCEdit, MCEdit 2, and World Painter, all of which just crash when I try to load either of the worlds.
Do I just have to wait for WorldEdit to update to 1.13 or are there other options I don't know about?
I had the same issue, so far it is pretty much impossible, unless you use a worldedit plugin.
