Over the course of the 5+ years I have played Minecraft, the community degraded over time especially when it comes to finding players to trust and put into a position of power. For example, it is very difficult to find skilled builders/staff members that aren't young, power hungry children. (No offense to children).
The server recruitment forums is an overall toxic environment with 99% of applicants being power-hungry children looking for a one-way ticket to administration. It is practically impossible to find someone who isn't just looking to grab a chunk of your crown.
Generally, the players with very high quality builds on both MC forums and PMC are already employed and busy, so thats not an option.
I don't know exactly where to go to find trustworthy people, but do you have any friends who would be willing to join you? Maybe if their not even very good at building they might be able to help you with other admin stuff.
I can throw some options at you on finding such people. Start up a server and have it be very strict.
If you want the server to be pure vanilla. There are command blocks and some awesome commands you can use to detect players and such. it would be a bit of work.
I have done these things in the past. The stuff you can do now is awesome.

I think you can be a child and still be a skilled builder and a mature person (especially depending on how you define child... I know some teenagers are not to be trusted but we're not all bad xD). But maturity is key. Whether child or adult, anyone who's a crappy builder and only interested in griefing or inciting other people on the server should obviously not be allowed.
I know there are commands or plugins to detect where a player is and give them creative accordingly, but I don't know what they are. So make a zone for a player, as another said, and give them creative only in that zone (clear their inventory if they leave the zone, so they don't sneak TNT out). Let them build freely, as an initiation. And if they're a good builder and aren't antagonizing everyone on the chat, then you know they can be trusted.
Nobody should be promoted to mod immediately, even if you need mods and not builders. If building skill isn't a requirement for modship, just let them on and carefully monitor their chat messages and interactions with others until you decide if they're mature enough or not. You can also go through their old forum posts.
Decent spelling and grammar also tends to reflect maturity or at least age. Like you don't need to be judging them for lack of word variance or improper use of the passive tone or something, but there tends to be a difference in people who "Love to play Minecraft" and "lov 2 play myncraft". Or worse yet, "Luv 2 Play MinCraft". xD But some people are honestly just bad at typing, English in general, or have dyslexia, and are still great builders and very mature, so take that advice with a grain of salt. If they seem like cool people you shouldn't kick them because they don't capitalize the start of a sentence. xD

It's fine with the part on children. There are some outright rotten children, and I know one in particular who is extremely mature for their age. (She is 11 and has more maturity than most 14 year old kids) The reason for this is the community expanding. Sadly this has given Minecraft in some cases a bad rap and tends to get pigeon holed.
I don't have my own public server (Yet). So I wouldn't know where to look for applicants apart from irl friends.
PMC perhaps, but I don't see much as far as MCF when it comes to builds. At least in my experience.
As far as where to go, I'd likely just ask around your own server community and se how they do. Although I've considered putting myself up for availability for one-time constructions on server...

Kids actually make the best builders in some cases. Kids have a nice and flexible brain cortex which allows them to build more creatively and tipically better than grown men. However, if you want serious builders which follow orders, older people are your best bet.
That isn't true at all. I'm a 33 year old freelance graphics designer which means I earn money from constantly having to be creative. I've always enjoyed Minecraft because it's a less stressful environment where I can build at my leisure without time restraints. Adults possess the maturity levels required to work in a large team and use their intuitive. I'm not saying children can't, but you would struggle to find them.

What I mean is, kids usually would go for "this house would look great in blue, ill get right to work" and go straight to their rather than "this house would look great in blue, better recommend this to the chief engineer or wait for further instructions" and stall the idea till they forget it.
Adults sometimes just have a different wiring occasionally, y'know.
i am a teenager, who build quite often from roman cities to futuristic bases... I agree that many children are unable to coop but that does not mean all children are "messed up". Like me, I like building for the fun of it.. but I don't mess other builds up! Some... well, lets just say they think they are the authority
Hi there! I'm part of a very successful build team, however before I joined my current team I always felt kind of alone because I could never find anyone to build with. Although my reason for finding builders may be different from yours, I can give you some insight on the topic.
Try to collab with smaller build teams:
There are a ton of smaller build teams out there that don't focus on advertising, but are still quite good. As you said all the huge teams out there are always busy, but with the smaller teams you are more likely to get your voice heard.
Try asking one person from a build team instead of the whole team:
This also happens in the build team I am currently with. Many people will do smaller individual commisions for networks without involving the whole team. It's even better if you can maintain a close relationship with that person because he/she might refer you to someone else on the team.
Try browsing Planetminecraft for talented builders:
Most members on pmc with high levels will probably already be part of some sort of team, so try messaging lower level members who still have high skill level. If they don't reply back, some of them have their skype names in their account info that you can msg.
I find that creating threads with titles such as "Need Builders" usually results in replies from people that have no idea how to build, so instead I would find people with potential, messaging them right away and asking them if they want to form some sort of team. Regarding your concern of immature kids or people too young, hiring builders from already formed teams is the best solution because most teams filter out those type of people.
I found most of my staff on other servers, if you just play on other servers and communicate with the people there, usually you can weed through mature and immature players and eventually offer a position on your server if you think they are good enough, doesn't take age to be a good builder. I played on a creative server for about a year before deciding to start my own, I recruited staff that resigned and close friends from the server that I knew I could trust, most of these guys have good suggestions though, don't stream on twitch asking for help or make any kind of thread asking for help, it usually doesn't work out well, if you do decide to go that route have them write a short essay or something, usually people who are dedicated enough end up writing a lot and again you can kinda weed through people. I would help out (I don't think I'm all that bad) but I own a server and I'm an admin on another so I don't think I could juggle that, good luck!
