Im not sure, I guess if you used a command block with some sort of command but I'm not sure what type of command. But I do know a command block is capable of summoning blocks into certain areas you want it to spawn.

If by summon you mean summon fallingsand entity that is a specific block, that won't work becuase you cannot summon into an unloaded chunk. If you mean /setblock that won't work either same problem as the /clone not working because the chunk isn't loaded.
Depending on the distance of the clone, it might not be too much work to clone to the farthest loaded chunk, teleport over there and clone again. Repeat until you hit your destination.
