I started trying to craft an underwater base in the deep ocean but realized that none of the air pocket tricks were working anymore. It's been a while so I could have been doing thing wrong but i can only create an air pocket by placing ladders and glass doesn't appear to be airtight anymore. Anyone have input?
No, you might be right. I'm not sure what I am doing wrong cause water curtains would be fine but instead it just rushes in and destroys all torches. (I would be using pumpkins but torches are so much easier to place and pick up) I have also tried the fences methods but they don't provide air pockets. Ultimately I just need a way to keep water out of the structure and to create air pockets for lighting and breathing.

Respiration III helmet, raid an ocean monument to get sponges, bring them to the ceiling of your underwater base and work downward from a more narrow top point?
My understanding is that only guardians spawn in ocean monuments and they only spawn in water so since my world has a dozen monuments I plan to go room by room in one monument draining the water so I will have an underwater base where no mobs will spawn. I have scouted out several monuments and found one that is close to a land mass. I'm going to tunnel through the land mass at the elevation of the main monument entrance and build an underwater walkway to get there. Since the ghost guardian hits you with mining fatigue 3 for five minutes I figured placing blocks for a walkway would be easier to start. A 2 wide 3 blocks high walkway and use stacks of ladders to eliminate water as I move forward. Ladders removed later.
If anyone hasn't seen the ghost guardian in the video it is around 1min 40sec and it gives you mining fatigue for 5 minutes. Also second half of video uses nightvision so you can see the difference it makes looking through water.

Depth strider, aqua affinity, respiration enchantments and some potions of water breathing.
