When we get to the update where we get roofed forests, it will be possible and beneficial. Dark oak saplings and bone meal can get you through. The good thing about being up there is that ghasts don't spawn. Only zombie pigmen will. You can build a gold farm up there and not worry about all the other nastys spawning. But you have to have the dark oak saplings to do it.
Build a nether portal, it will take you back to the overworld.
Once you do can you get back? I'm a bit confused about how the nether portal system works. Wouldn't you have to break down the normal nether portal to use the alternate above the nether? Like I said I don't understand the process very well so I might be missing something.

To get up there at the moment you have to throw an enderpearl, which will have you land someplace pretty far from where you were standing. Unless you're aiming at the direction your portal is, there's a good chance that when you build your new portal on top of the nether it'll link to a new portal in the overworld. the problem then, is that it builds that new portal on the next solid block it can find which will more than likely be pretty far down. When you go into that portal it will be so far away from your above nether portal that it spawns a new portal at your current lower Y level in the nether.
I've been considering testing to find out if i can build a platform up in the air that it will directly link with to save on travel time and enderpearls, but until mods can spawn up there, I really don't see the point.
Mobs will spawn to build limit, all normal spawning rules apply. For instance pigmen need a solid block (that isn't bedrock) or top half slab, two air blocks above, and any light level.
Additionally can mobs spawn on top of the nether in Xbox One?
