So you gave us a few options. Let's go through them.
The glass block could be created under the sand.
That is the opposite of realistic. How would glass form 1 meter under the place that actually got hit? It would be really hard to find them as well. Worst idea I have ever heard.
Actually fulgurite created when lightning strikes and creates the structure through the ground and not on top of it
I'm not sure what you mean by the first, but the second... that kind of takes away the point. Isn't it supposed to be a cool natural effect? How can we see that when it's buried in the sand?
Of course, I'm not sure it's good out of the sand, either. It might just be a no-win. Which is sad, because I really like this concept.
If we are looking at realism, lightning can create some funky decorations. In this aspect, I would suggest that it produces a decoration similar to a dead bush, but of course unique
.
This would simply turn a block of sand into a deco that can be mined in whatever way is appropriate, yet unique and only obtainable this way [or in creative]
Even though I agree with you 100% that it would be amazing to have some kind of chiseled sandstone-like block with a glass lighting strike pattern set into it, I doubt the developers will ever create a block specifically for the rare event where lighting strikes sand. It's possible they would add a feature where a lightning strike converts sand to glass, though, if most players thought it would be cool.

I always find it laughable when people agree with a suggestion solely because it would add "realism" to the game. You know, the same game with floating blocks, undead creatures, androgynous asexual animals, and magical enchantments.
It seems they think "realism" trumps balance and/or utility. hrph!
As for the OP:
I don't like it. I don't want a "feature" that would cause more nuisance than any supposed benefit. Sand is non-renewable, and on the limited world size of the consoles it is also semi-precious. It's bad enough I have endermen stealing sand, I don't want anything compounding the "damage control" of my deserts.
If I want glass, I'll make it myself. More likely, I'll just buy it from a villager.

On the other hand, Katsuro's suggestion of a "glass sculpture" is very interesting. It could form on top of the sand block (leaving it intact) and would be a really cool (and rare!) decoration. THAT I can support. Great idea!!

I read your updated post and it seems like nothing changed. Does that mean you're fine with a feature that would destroy a non-renewable block, as I (and a couple others) pointed out?
If so then would you be fine with a feature that would randomly turn diamond ore blocks into plain stone? Oh, right! Not realistic. Okay, how about if your penned animals died of old age? Or exposure? Make sure you give them a roof!
My point is it's not a good suggestion. I robs the player of any control (and yes! I disapprove of the enderman's ability to pick up blocks. It adds nothing to the game and only serves to be a nuisance. They don't even drop the block if they're killed!) As someone else has said, creeper blasts don't necessarily count. The player made a choice to attack the creeper (or wasn't vigilant enough to spot it) so that is the consequence. There were always measures that could have been taken to prevent the creeper from blowing. Not so with your suggestion (and endermen ).
Whatever happens when lightning strikes sand in the real-world doesn't need to be translated into the game, especially if it upsets the balance of gameplay or actively works against player control.
I can't really see any benefit of adding it to the game. I'd rather 4J spend the time coding the conversions from the PC edition and bring us up to date than have some other ornamental block that can just as easily be crafted.
- The new material is "electrified" and shocks/stuns and deals damage to hostile mobs who touch it
- The lightning could create an ore that can be smelted to get a material that could be added to a block (glass, fence, door, etc. to be used like an electric fence.
I agree with JochCool glass shards should be added like prismarine shards they can look the same shape and 9 of them make a full piece of glass but maybe other ways to get it too? like mining glass or it exploding etc

Destroys non renewable blocks
Makes potentially unwanted changes to the landscape (I hate endermen more than any other mob for this reason)
Means I'll have to break glass or dig around it when gathering large amounts of sand
Is unlikely to ever be seen happening, so it's really just randomly finding glass in the desert
Having a hard time seeing how any aspect is positive, and I can't see any way to implement it without causing far more cons than pros.
