are charged creepers even in xbox 360 minecraft. of my two years of playing xbox minecraft i have never seen one. the only reason i think there is, is because a long long long time ago back in like TU4 a creeper had made one of the largest explosions i had seen a creeper make. you would have needed about 2-5 TNT going strait down to make the whole it made. but i never saw the creeper itself it snuck up behind a friend and blew up.

Yes they exists, I can confirm this as i've created many of them. In previous versions I had to create a mob farm close to the 128 limit and then I used mob elevators to raise them high up and away from the farm. After that use some iron golems along your water stream with blocks to prevent the golems from moving but able to reach mobs that are in the water stream; they will in turn kill off everything but creepers. Continue the stream out into the open and drop the creepers onto a platform exposed to the sky. Wait for a storm to occur, there's a very slim chance that lightning will strike near your platform and will in turn super charge the creepers.
I've found that the ideal location for lightning to strike is approximately 16 to 24 blocks from the player, so adjust your 'stand location' to be within that, but not too far from your mob farm so as it stops making mobs, and also close enough to the platform so that creepers don't despawn.
It worked out roughly that 1 in 6 storms would strike the platform producing charged creepers, and not just 1 or 2 at a time, usually it will charge every creeper on the platform.

ELI:5 Version - A charged creeper (yes-the glowing one) is a creeper that has been struck by lightning (no-not the race car). To make charged creepers - get a bunch o' creepers stuck on a platform way high up in the sky. When it rains and you stand near the platform, lightning might strike the platform. If it does, it will turn your bunch o' creepers into a bunch o' charged creepers. simple yes. However the wait sometimes can be... well less desired by some. So a lot of patience must go into that one. After all the lightning strikes are random where they decide to hit.

The purpose of the platform high in the sky is to increase the LC value and reduce the chance of lighting striking elsewhere with an attempt to force it to strike the platform. It is still a matter of playing a waiting game, but at least it attempts to increase your chances.
Without such platform your chances of finding an actual charged creeper is pretty slim, way more slim then if using a platform. For the record my charged creeper creation at one given time is 9. The thing that eludes us is what to do with them once we have created them, they take way too long to use in any type of mob trap or farm, and thus we are thinking that they might be useful in a wither farm of some type.
