The only thing that irritated me is that pe version has infinite worlds!
You do realize that many phone have more RAM than the Xbox 360? They are, for the most part, far newer tech than the Xbox 360. Just because they are hand-held devices doesn't mean they are less powerful. If phones being treated differently than a 10-year-old console "irritates" you... you must be anti-progress when it comes to basic technology.
Infinite worlds... Imagine that. I'd be building building the globe block by block and still have infinite space haha!
... and in reality, I sincerely doubt you would even complete an eighth of it before you got bored and quit. There is one guy who started mining an Xbox 360 world when the game was released... and he's still no where near complete... 2 years later. There is an old saying about "biting off more than you can chew" or "having eyes bigger than your stomach." People romance the idea of "infinite" worlds... but such worlds are really just a bunch of empty pixels that most would never, never even begin to use. On the Xbox, you can create an infinite number of completely new worlds.

Post a pic when you're done... don't see how you'll do it though since you already said you need an infinite world to do it and last I checked, the Xbox world was still 864 x 864 blocks. Of course, you could do it on the PC in minutes using any number of editing mods, etc. So, let's set some rules down:
1) On the Xbox - A 1/2 sphere replica of the world (northern or southern hemisphere, you pick). that covers 864 x 864 blocks at it's "equator."
2) Done in survival only (peaceful is OK) starting on a regular, random map (i.e. not a superflat).
3) Block by block, as you state - so, solid, not hollow.
4) See you in two years or so.
I started mining down to bedrock on a super flat in creative and that is still a mammoth task. I started using TNT............ still took forever.
Why did it take so long to get to bedrock on a superflat world in creative? I've had superflat worlds on both PC and console and there's only three blocks of dirt above bedrock. I dig straight down and I'm at bedrock in less than half a second?

I meant mining out the entire world down to bedrock. Still takes forever on a super flat.
I have a superflat world where I've been planting wheat over the entire world in creative. I worked on it fairly steady for several days and off and on after that and it's still not finished. It does take a surprisingly long time without something like MCEdit... and it gets very boring after a very short time. I even had my controller rigged up where it could essentially plant an entire row on its own and I just had to be around to handle the turns. My recommendation - take HernDiddy's word for it and don't waste the time.
Actually Sonic1, Sonic CD, Sonic2, Sonic3, and S&K all use a similar system to handling large playfields as what the infinite world chunk loader does. Some rom hackers have decompiled those games and dubbed a routine, "LoadTilesAsYouMove:". What it does, is load 16x16 blocks based on metadata in memory in 128x128 px chunks (256x256 px in sonic1 / sonic cd). the 16x16 blocks specifiy the palette, priority, and v/h-flip state of 8x8 px tiles, which are already in vram. as for tiles blocks that are not inside the window range, along with any sprites outside the window, they are unloaded. The window is twice as big as the screen. If those old classics can do it with only a megabyte of ram and no virtial memory, then an 360, a ps3, a ps4, a vita, and an xbo should be able to do it too.
Just have the chunks stored in the save data, have them uncompress, if compressed into a temp file, then have only the chunks that are visible to all players plus one more in each direction of each player loaded and unload everything else. Then resave when the autosave happens, As for new chunks, only create them when needed.
Kramlat, that is more or less how the PC handles it, with the exception of spawn chunks which are always loaded. However due to other issues, such as not all xbox 360's were guaranteed to have a hard drive, 4J had to make some tough choices. There are MANY users out there whom don't have a actual 360 hard drive and are using external drives which defiantly have 'access' time overhead and paging or swapping or random access if you would just wouldn't work well with them Another issue with the 360 chunk loading would be if we had 4 split screen players on the same console all 'loading' and unloading different chunks...(not good).
You might as well face the facts that 4J choice the direction they were going by loading and keeping the entire map loaded, and they most likely are not going to do a total overhaul of their engine at this point in time. Many users have already said if you want infinite worlds go play on the PC, but if you want a laid back, easy to connect and play with your friends version then the console version is right for you.
They did for the Pocket Edition, never in my wildest imagination would i believe that even the 360 and ps3 could handle it. If a cell phone can do it, a system sure as hell could.
If i want to build a city, with all this bullcrap, or the kennedy space center, i hate having to remind myself (ohh ****, i just ran out of room.)

Smartphones running Minecraft PE still does not have working Redstone and you also cannot play up to 4 player split screen on the same handset.
Believe it or not, but GTA 5 is not nearly as data intensive as Minecraft is. Minecraft is a fully modifiable sandbox environment, GTA 5, has serious limitations in the degree of freedom you have to completely modify the environment.
This has been gone over many times for years. You might want to look up some of those threads.
Basically, because of the way their programmed, the consoles can never have infinite worlds.
And no, Minecraft is completely different kind of game than GTA.

That is how the older consoles did it.
