But one thing I would like to know is if they are attracted to people in general. Not just the hitter.

I believe if a Pigman kills the attacker, he and the group will target another player as well.

I think just the hitter, at one point the dogs were following me and I had to get my friend to hit them.

So the AI seems like it will gang 1 person until he's ded then target the next.
Unless ofcourse hits are exchanged between a different player.

I find it funny that somebody thought they were the first person to find this out.
