It's been a major pain on my world that you won't see any animals in the forest/plains but you'll see 15 of em on on cliff (on various single blocks). (Like so: I've been wondering why on it they seemed to only spawn there and I finally have the answer:
According to one of the "hints" that pop up while loading/saving "animals that cannot move more than 20 blocks in one direction won't despawn". So the reason all the animals are up on the cliff faces is because there they can't move at all and therefor don't despawn, while animals that spawn on the ground can move and eventually despawn.
I'm not sure if there's any way for 4J to make a workaround or not, but I'd love to see one. Maybe all animals that haven't been tamed/mated will despawn? That way you can keep your pets and farm animals but the cliffhangers won't clog up your animal mob limit.
Cliff hangers.
Lol
Your idea for mobs de spawning sounds good also.
Maybe they could also give animals a rare chance of being dumb enough to walk off the cliff.
Wolfs do it every ten seconds.
Why don't other mobs?

Right? If I take my dogs for a walk they'll kill themselves in a second if I don't pay attention. If they aren't too high up I use a fishing pole/bow/snowballs to bring em down, but otherwise you gotta climb all the way up there to kill them.
Another solution idea is if the animal limit is hit when you try to breed it will despawn an animal that isn't in a < 20-20 area, that way you don't have to go run around murdering animals and hope they haven't respawned by the time you get back to your farm.

There's so many great ideas for a fix.
Does it happen on PC?

i would also like for animal breeding to despawn a wild animal and replace that mob slot with a bred animal.
i would say "animals unable to move should despawn", except that i have a milk dispenser in my house.
I'm pretty sure the Wolf AI as been improved because none of my wolves have actually walked over a cliff in awhile, like since TU8. Though they have walked into lava falls I have around my mage tower.
Any animal not in a player made structure that can not move more than 3 blocks should despawn. Just the way I would fix it. They already have to check for if the animals are in player made structures anyway. We shouldn't have to terraform all ledges out of our worlds to solve this, it is fixable just by tweaking the spawn/despawn code and rules a bit.

maybe they should implement some sort of branding or property system.. possibly a collar or a marking on a "tamed" animal.. all other wild animals should despawn when you get 100 or so blocks away or something
idk how many times i have seen 20+ animals on cliffs or swimming in a circle in the middle of the ocean or at the bottom of a pit in the middle of the woods
Maybe if a mob doesn't move X blocks in Y seconds it'll despawn.
(In this case, the mobs aren't really walking oover any blocks at all, and any penned in will be.)
But if there's no animals spawning on unreachable cliffs, what shall i hit with a fishing pole and launch into a low-"earth" orbit on my creative map when trying to think about what to build next? seriously though, i spent 3 hours last week doing nothing but launching animals into the air with a fishing pole because i couldn't decide what to build next, and i got damn good at launching them too... at times i felt like a giant from Skyrim, launching a pig/sheep/cow up 15+ blocks above me after pulling them up from 20 blocks below me...
That's a good idea aswell.

As far as cliffhangers go, I don't think so. I know it's not a issue for breeding because PC has an unlimited (or close) animal limit so they don't have to worry about it. The reason we have a animal limit/hostile mob limit/map limit is (as far as I know) because of the 360's pathetically small amount of RAAM (I think like 256mb) so it can't handle much. I have hopes that when the next xbox is out xbox minecraft will be expanded to have unlimited worlds/mobs since it should have at least 8 gigs of RAAM (on par with the ps3.

Ooo that's a really good idea. It would be just like the wolves turning to dogs and how their puppies are "born" tamed.

Just as a heads up, you may pee your pants from laughing. Go back on creative mode (you can do it in survival but flying makes it easer), have a 2nd player, both of you attach a fishing hook to the same animal, one person flies up fairly high (but not too high that the line breaks) and then pulls the hook, the player on the ground waits for the animal to be fairly high and then pulls his hook.

I won't post it as a bug since it isn't one, but I just finished making a thread in /suggestions.
