Yesterday I finished my railway system. 60 gold rails for my express transit down to the bedrock from topside.
And, naturally, given my luck -- I punched a hole in the ground right under one of my gardens, which swept down the ol' tunnel.
What was originally a nuisance quickly turned into a full blown OH CRAP moment when I remember one of the endearing qualities of Minecraft water: it destroys rail for some reason.
Dozens and dozens of ingots and hours of gathering literally went down the tubes.
Setbacks are one thing, but this was unacceptable. I decided to fix this BS (which in this case probably stands more for B)oneheaded S)tupidity on my part) by hopping into Creative Mode, popping up a few dozen gold blocks and harvesting them, and repairing the railroad.
Originally the game grimly warned me of the consequences... no more accomplishments (I already got all of em) and no leaderboard ranking (like I'd ever make the cut in a million years). They seemed acceptable penalties.
Well, now like a little Shoulder Angel, every single time I'm loading the game, it has to remind me that this game was in creative mode and therefore forfeit of leaderboard and accomplishments. Annoying at first, but later it came across as a big banner yelling CHEATER! (Perhaps my conscience is getting the better of me)
Anyway, I'm starting to wonder. Doubt is festering. Do you think they will add more accomplishments? Is there further fallout for doing this? Might I rob myself of other aspects of the game playing in this world that forever has the TAMPER stamp on it?
I once remember reading someone saying that you only cheat yourself when you cheat at computer games, because once you rob the game of challenge by cheating, you'll never want to play it. I also have to admit a gnawing voice in the back of my head reminds me that I can pop over to creative now and give myself whatever I need instead of hunting for it (and it wont make any difference now, it slyly adds).
Frankly, I feel like I cheated. Maybe I should have taken the loss on the chin. The game, honestly, is a little less special now that I did.
Yeah looked it up they should of been available for pick up.. not sure what happened to your rails... but If water flows against a track, it will remove it and drop the track as a resource, similar to torches. Per the wiki.

(shrug) certainly not in my case. It was a 2x wide tunnel going more or less down at 45 degrees, emptying out into a huge room. Nowhere for them to go, but it certainly destroyed most of them.

Maybe just took you longer than 5mins to recover some of them? who knows.. but yes... you are now a cheater! lol JK

Unlikely since my immediate reaction was to yell NOOOOOOOOOOOOOOO and throw myself down the hole after the retreating water.... but whatever the case, I lost all my gold in them thar hills.
Unless your rails got caught up in some lava maybe? Or maybe you had a lot of other items lying around on the map(200 item limit I believe), then your rails should be there, I've done the same thing many times over, and always recovered all my red stone, rails or torches. Depends on how long you took to get them to I guess, or how long it took you to get there maybe as well, if they were far enough away maybe the disappear.
I hope you checked every nook and cranny that they could of washed into. Maybe a endermen took out a piece of dirt along the tracks and they all could have washed into the empty spot where the dirt was.
yeah that is a bug that should be fixed... Water not only destroys rails on occasion, but it also has chance to destroy other items.
Sure the rail would have dropped, but the chance that it survived the water is unlikely since that is the most common thing it destroys as if it were lava. Has nothing to do with max drop limit or anything.

My First World, always getting back to is a pleasure I enjoy with each new update that brings in more things to add in.
I decided to use creative to give my original world some of the update stuff as I wasn't ready to leave it behind. So far creative has only been used to create my own Nether Fortress, "add" a Jungle and Mushrom Biome. The "new" items are still required to be harvested in creative (blaze rods requiring fighting across the Nether to reach the fortress). This has helped me and my girl feel like we aren't really cheating. Sure, people may not believe I built it all in survival because of the "disclaimer" (and because it is one of the most detailed worlds I've ever seen in MC - creative or otherwise), but in the end, I know I'm "legit", so it doesn't really matter. I'm still proud of all of the work we've done.
Must be tragic, and the game is just ruthless the way that it reminds you that you made an EPIC FAIL...lol, but I feel for you, and my rails were never destroyed, so maybe it was some type of bug or whatever.

But why didn't you just pick up the rails and replace them instead of making completely new ones?
