It's quite random actually, if you have a bunch of cliff overhangs like me, i've seen SURFACE diamonds before. If you have flat lands, try looking at layer 8 - 24. If you have in between, try around 8 - 60

Diamonds never spawn above level 16, so unless you found three ravines stacked right on top of each other that dropped all the way to bedrock, you can never have surface diamond.
Gold spawns from level 33 down, but it's most common on lvl 20.

I've been predominately drift mining in layers 3 through 17 (per the map coordinates which are the location of my head). So far, I have found both gold and diamonds in almost equal quantitites (about 1 1/2 stacks each so far - ETA: I forgot, however, that I've used much more gold to craft power rails and such, so my finding rate for gold is higher than for diamonds by a bit.). I have noticed that when I encounter caves, gold seams to be located more frequently in those sections of the cave that also have some flowing water. It also seems to appear more frequently up high (e.g just below the roof of the cave) than in the floor. Of course, this may be just coincidence, but it can't hurt to make sure that you're scanning the roof as well as the walls and floor. It is easy to forget to look up.
ETA: I just finished mining a large series of caves in my world and came back with 19 gold - all of which was found in the roof areas of the caves.

There has been one reported case of a chunk error on the Xbox 360 Edition. That may have been what you saw as your cliff. That would make it possible for Diamonds to spawn higher than they are supposed to.

The wiki is moderated. Anything that is wrong on there, is made right. Also, unless your surface was from bedrock to level 15, you didn't surface diamond. Nice try, buddy.
