1. If you make a Mario skin or a Ezio skin without the legal permission from Nintendo or Ubisoft then Microsoft and 4J can be sued because they are hosting the skins you made. The reason Mojang doesn't get sued is because the people who make their skins on PC host it themselves and no one's going to make any money by sueing the crap out of some guy for making a Mario skin.
2. Microsofts terms mean that there cant be innapropriate content. That's why it's easy they censor signs, and hell, it's easy to censor innapropriate content on signs, but it'd be hard as hell, or damn near impossible, to censor custom skins.

They don't host the skins because they don't make them. Skins for the PC version are made by the community and hosted by the people who make them. All Mojang does is allow people to use a custom skin in the game itself. They don't provided an access to them.
I can almost guarantee you that if a Skin Creator were ever released, it would not cost 240msp. It'd be at the very least 400msp and at the most 1200msp.
theres a 95% chance we wont get 1. Its xbox and there would be issues of ppl making copywrited skins and inapropriate skins aswell. i know it sucks, but theres a small chance we could have it.
What if the skins had to be approved before they could be used? That could solve the copyright problem.
If you want to wait a month while they sift through 3 million+ skins to approve just to find out yours isn't approved. It doesn't really seem worth it, and it definitely isn't worth the resources for 4J Studios.

Mojang isn't responsible because they did not make any skin editor, whereas 4J would be responsible since they would be making an official skin editor.

^^^^^^^ That is EXACTLY why we will never see a skin editor on the 360 version. If a copyright isn't violated the players having to view your custom skin will be violated........ BTW I think this is the very first time someone posted/ started a thread about custom skins........ You could be Mining or Building right now!!!!
Maybe they can do something that makes your skin similar to your avatar. I'm not sure how popular that would be or how many of the problems it would solve, but it's just a thought I'd like to throw out there.
I don't think it would violate any sort of copyrights or be inappropriate, because customizing your avatar is already limited in a way that would probably prevent those.

Did you notice how all the skins released so far are from games that are on xbox only? This is because of a magical thing called copyrights. If they were to allow custom skin creation, they would probably have to buy using rights for loads of different brands to make sure possible copyright infringement doesn't happen. Still not exactly sure how PC version gets away with this, but it works.
tl;dr: For any skin they create that isn't xbox origin, they have to pay the owners a sum of cash (or split profit with each sale) to allow them to continue using said skins.
Just to throw this out there: offensive skins/signs shouldn't be an issue in the first place. ESRB doesn't rate online interactions and you are fully in control of which servers you can play on. You can even ban the level from yourself. Copyright may be another issue entirely, but Microsoft is going a tad too far with censoring this game.

That goes against Microsoft's Terms, if someone reported you then you'd probably be facing a ban and/or skin removal
