What Mojang could do to help with the addition of mods, custom skins, ect., is develop a computer program that would read MC360 edition data from a USB drive and allow you to edit your player skin, add in mods (as well as tell you if they arn't compatable) and texture packs. I'm sure others may have thought about this, I didn't see any other topics relating to anything similar to this though

This is not a huge problem to tackle... Just create an in-game skin editor and have the skins transfer to the host as they connect. The host computer will store all the skins in the save file and then be available to select from anyone who connects to that host. So over time there will be a lot of skins to choose from just like on the PC.

Will. Never. Happen. Microsoft doesn't want someone adding malicious software or altering the 360's code, that's why there is no internet browser on the 360, and modding your Xbox gets you banned from live.
*IF* there are any mods released, they would have to come from the developer who is porting the game to Xbox. Ditto skins, texturepacks ect. They will also probably what to charge for the skins and texture packs also.
