I read the controls you provided on the page you linked. Circle Pad for walking, but then D-Pad buttons for sprinting and sneaking? If you're a normal human being and you're controlling the Circle Pad with your thumb, how on Earth would you control the D-Pad? What?
I think there was a time for this, and I think that time is over. The Nintendo Switch is now the more popular console, and correct me if I'm wrong, but the 3ds series seems to be dying. I think this could work with limited-sized worlds (about the size of the old limited pocket edition worlds) but definitely not infinite worlds. I do really think some interesting things could be done; you could have the inventory on the bottom screen; you could use the 3d option that the 3ds has.

Problem: The Nintendo DS has 128 MB of RAM, according to Wikipedia. And 32 MB of that is used on the Operating System alone. (Compare that to the iPhone 7, which has 2 GB of RAM.)
Minecraft is a heavy game, and uses about 200 MB of RAM on the PC. I'm not sure what the Pocket Edition requires, but I still can't see it working on a 3DS. (Minecraft: Pi Edition might work, but I can't find the specs needed for that either, and I'm not sure it would be that fun anyway.)

If a single homebrew developer had managed to create a 'classic' version on a ds way back in 2011, I should guess a team of developers could create a version for the newer 3DS [ : ]
True though this version had none of what we have now but I guess there could be some corners cut somewhere (fixed sized worlds perhaps) to get a similar working version... Afterall - the original Android/IOS version weren't much when they first came out & look how far they have come.

Those controls are based off the PS Vita and Console versions, in the Vita version. Up or Down on D'pad makes you run.
And plus, it is never too late for a new Minecraft on 3DS, even if it's dying
